107 - About Liz Truss and ending the EU´s strategic dependency on Russian hydrocarbon

About ending strategic dependencies of EU

Was the Nordstream #2 used as an energy weapon?
Angela Merkel said no, it was not.

Before the Ukrainian-Russian counflict started there was a political pressure
from the UK, USA and several allies to close the Nordstream 2 if Russia enters Ukraine.

As a result the USA and Germany agreed on a deal for the Nordstream 2.
Both Germany and the USA agreed that Nordstream 2 will not be certified
if Russia enters Ukraine. Both countries kept the word.

But the UK wanted more and aimed to reduce ALL Russian energy exports to Europe.

Boris Johnson said clearly: Europe needs to snip the drip feed
into our bloodstream from Nord Stream

SUMMARY:

This blog post consolidates statements from Liz Truss, the UK's Foreign Secretary and later Prime Minister, articulating her firm opposition to the Nord Stream 2 pipeline.
She advocates for Europe to decrease its energy dependence on Russia, highlighting the geopolitical risks and calling for decisive action against Russian aggression.

29 July 2021 - Chairpersons of foreign affairs committees issue statement voicing concern over Nord Stream 2

We, the chairs of foreign affairs committees of our respective national parliaments, are deeply disturbed by the decision of the United States and Germany on Nord Stream 2, which entails resuming completion of works on the Nord Stream 2 gas pipeline.

We consider Nord Stream 2 a geopolitical project geared towards expanding Russia’s geostrategic influence on Europe by dominating the energy market.

14 Nov 2021 - We must stand together for freedom and democracy:
                        article by Liz Truss

I want our friends across Europe to join us. That means standing together for example in opposing the construction of the Nord Stream 2 Pipeline. It risks undermining European security by allowing Russia to tighten its grip on those nations who rely on its gas, despite the pandemic reminding us about the importance of having diverse supply chains to avoid being strategically dependent on unreliable partners.

18 Nov 2021 - Nord Stream 2: Will you go to the Gazprom with me?

British Prime Minister Boris Johnson said on Monday that “a choice is shortly coming” for Europe, between consuming more Russian fossil fuels or sticking up for Ukraine and championing the cause of peace and stability.

30 Nov 2021 - Liz Truss urges Nato allies to block Russia’s Nord Stream 2 gas pipeline

It remains to be seen how far the UK can push its opposition to Nord Stream 2 but the prime minister, Boris Johnson, raised the issue’s profile in a foreign policy speech at the Guildhall this month, saying: “We hope that our friends may recognise that a choice is shortly coming between mainlining ever more Russian hydrocarbons in giant new pipelines, and sticking up for Ukraine and championing the cause of peace and stability.”

8 Dec 2021 - Liz Truss: Europe needs to end energy dependency on Russia, says UK foreign minister

British foreign minister Liz Truss said on Wednesday Europe would become increasingly hooked on Russian gas if Moscow got its way and it was time for countries to end that dependency.

The EU (European Union) relies on Russia for over 40% of its gas, and with some countries Russia has a complete monopoly of supply. If Russia gets its way, Europe will be increasingly hooked on its gas,” Truss told the Chatham House think tank.

We have to end this strategic dependency,” she said, adding she would meet her Ukrainian counterpart on Wednesday to strengthen their ties and repeat the message that any Russian incursion into Ukraine would be a mistake.

Truss said, "and I'm working with allies and partners to highlight the strategic risks of this project."

"Europe must reduce its dependence on Russian gas," Truss added.

25 Jan 2022 - UK calls for end to Nord Stream 2 in event of RU attack on Ukraine

In an interview with Sky News on Monday, the country’s foreign minister Liz Truss said she was “very clear that Nord Stream 2 should not continue in the event of an attack on Ukraine.” When asked whether she believed the project should continue at all, she replied that Europe needs to reduce its reliance on Russian natural gas, as troop buildups at the border between Russia and Ukraine increasingly stoke fears among western countries over the outbreak of an armed conflict.

31 Jan 2022 - Liz Truss: I had a discussion with my colleague Foreign Minister

...Baerbock last week about precisely this issue, and I welcome the statements from her and Chancellor Scholz about Nord Stream 2, in which they were very clear that it will not go ahead in the event of a Russian incursion. We do need to reduce dependence on Russian gas. I welcome the work that the United States is doing to look at how supplies can be augmented, and we are working with partners across the middle east. This is a strategic issue for Europe and we do need to reduce dependence on Russian gas—there is no doubt about it.

I have been very clear about our position on Nord Stream 2. More broadly, we need to reduce dependence on Russian gas. On the discussions taking place in various formats, we cannot have a situation in which Russian aggression is rewarded in any way. It has no auspices over Ukrainian sovereignty and territorial integrity, and we are very clear on that. What we are working on, and what tomorrow’s meeting of Foreign Ministers is about, is making sure that we are co-ordinating our positions across NATO, and we are very clear on those red lines.

17 Feb 2022 - Russia must pull back, or there will be trouble in the pipeline: article by Liz Truss

It’s vital that the Russian people and the Russian government hear directly from us about the price they would pay for a further invasion.

Not only would there be massive consequences bringing severe economic costs for Russia through an unprecedented package of coordinated sanctions.

It would also hit their other strategic interests including Nord Stream 2 - making it unconscionable for the pipeline to go ahead.

Alongside our allies, we are taking a hard-headed approach, which means being ready to accept short-term pain for long-term gain, whether through imposing sanctions or cutting strategic dependence.

24 March 2022 -  Liz Truss: WARNING: As Russian troops were positioned...

...on Ukraine’s border, the UK and its @NATO Allies and partners warned that any incursion would be a strategic mistake with massive consequencesWe made plans to impose severe costs on Russia should it invade...

PUTIN MUST FAIL: United together, UK and its Allies and partners will not stop until the sovereignty of Ukraine is restored. We will continue to take action to defend our borders, support Ukraine and stand together in the face of Russian aggression.

4 April 2022 - Foreign Secretary to visit Poland to call for tougher action to tackle Russian aggression

Liz Truss will travel to Poland today (Monday 4 April) to see Ukrainian and Polish Foreign Ministers ahead of G7 and NATO talks in Brussels later this week.

Foreign Secretary Liz Truss said:

Putin is yet to show he is serious about diplomacy. A tough approach from the UK and our allies is vital to strengthen Ukraine’s hand in negotiations.

Britain has helped lead the way with sanctions to cripple the Putin war machine. We will do more to ramp up the pressure on Russia and we will keep pushing others to do more.

"The free world needs this economic strength and resilience to push back against authoritarian aggression and win this new era of strategic competition.

We must do this together."

"The Foreign Secretary believes there needs to be a much greater economic underpinning to foreign policy"

When Liz Truss addresses diplomats this evening with the annual Mansion House speech, it will be the first time since her appointment as Foreign Secretary that she has set out her plan to reconfigure the UK’s foreign policy.

Since Truss’s promotion to the great office of state in the autumn reshuffle, she has seen a wider geopolitical shift than many foreign secretaries have encountered in the bulk of their tenure.

Liz Truss did work for Shell as a commercial and finance analyst for a short period after graduating from university.

According to Truss's LinkedIn profile and other sources, she worked at Shell from 1996 to 1997, after graduating from the University of Oxford with a degree in Politics, Philosophy and Economics. During her time at Shell, Truss worked in the downstream division of the company, which deals with refining, distribution, and marketing of oil and gas products. As a commercial and finance analyst, she would have been involved in market analysis, financial planning, and commercial strategy development related to downstream operations. After leaving Shell in 1997, Truss went on to work for other companies in the energy and telecommunications industries, as well as in public policy and government positions.

Addressing the governments of Germany, Austria, Italy, France, and other European countries that import large amounts of Russian gas, Mr Johnson said:

14 Feb 2022 - UK's Liz Truss: ‘Russians didn’t like what I had to say’

Foreign secretary says she had a 'clear message' to deliver to the Kremlin

UK Foreign Secretary Liz Truss defended her decision to hold talks in Moscow with foreign minister Sergey Lavrov, insisting she had to deliver a clear message to Russia.

The talks between the Ms Truss and Mr Lavrov last week were tense and ended in an awkward press conference in which the Russian minister appeared to question her understanding of the crisis.

“Of course, the Russians didn’t like what I had to say but I had to deliver a message to Vladimir Putin’s government," she said on Monday.

“I went to Russia to deliver a very clear message, which is that it’s Russia who is the aggressor.

“Of course, the Russians didn’t like what I had to say but I say it nevertheless. And I want them to desist and I want them to be aware that there will be severe costs of an invasion.

Mr Lavrov described the meeting as a “conversation between deaf and dumb”, claiming Ms Truss did not listen to Russia’s position and the UK was unprepared for the talks.

What I think all European countries need to do now is get Nord Stream out of the bloodstream,” Boris Johnson said.

Yank out that hypodermic drip feed of Russian hydrocarbons that is keeping so many European economies going.”

15 Feb 2022 - ‘Lasting security’ in Europe can only be achieved with Russian help, Scholz says

Scholz also said that he was committed to ensuring the transit of gas through Ukraine.

We are committed to ensuring gas transit in Europe works through Ukraine, Belarus, Poland and Nord Stream 1 according to the agreements we have. And we also want to ensure peaceful development in Europe,” Scholz said.

24 Feb 2022 - PM: West must end Russian ‘grip’ on politics by ending dependence on Putin’s oil

Boris Johnson is rallying European leaders to sever the dependence on Russian oil that has given Vladimir Putin a “grip” on Western politics in the wake of the invasion of Ukraine.

Mr Johnson praised Germany’s decision to finally block the Nord Stream 2 gas pipeline from Russia, which is expected to deliver a major economic blow to Moscow.

He also held talks with Jonas Store, the Prime Minister of Norway, which is one of the world’s biggest oil and gas exporters.

THE UK AND RUSSIAN ENERGY EXPORTS - THE PLAN

02 March 2022 - UK gov study "Geopolitical implications of Nord Stream 2

The UK government position - part 4

As Nord Stream 2 is not a UK project, Russian sanctions legislation introduced by the Government on 10 February 2022 does not specifically mention the pipeline. However, the legislation will allow the UK to target the strategic interests of the Russian state more broadly, including the energy sector and specific companies such as Gazprom who owns Nord Stream 2.

Implications for Ukraine - Nord Stream 2 has implications for Ukraine. Although not a huge importer of Russian gas, Ukraine is a major transit country of current Russian gas pipelines into Europe. Transit fees are thought to account for almost 3% of Ukraine’s GDP, which will bring an expected revenue of $2-3 billion annually over the next five years.

Gazprom transportation projects to Europe

Two main critics objections

6 March 2022 - UK: PM article on Ukraine: 6 March 2022

Third, we must maximise the economic pressure on Putin’s regime. We must go further on economic sanctions, expelling every Russian bank from SWIFT. We must go after the oligarchs, as the UK is doing – sanctioning over 300 elites and entities including Putin himself and giving our law enforcement agencies unprecedented powers to peel back the façade of dirty Russian money in London. But these measures will be insufficient unless Europe begins to wean itself off the Russian oil and gas that bankrolls Putin’s war machine.

6 March 2022 - The West must show Putin its collective strength: article by Liz Truss

Now is the time to be strong to ensure we see off Putin’s aggression for good. We need to double down in supporting Ukraine so that it prevails over Putin and restores its sovereignty. When a European democracy is standing up to tyranny, we will not hesitate to help it defend itself.

But we must go further to cripple Putin’s war machine through sanctions. I am working with our G7 partners to crack down on more Russian banks and agree a clear timetable to eliminate our imports of Russian oil, gas and coal. I am also encouraging them to join the UK in banning Russian ships from our ports and putting Russian gold beyond Putin’s reach.

We must strengthen NATO’s own defence by reinforcing our presence in the East and ensuring that we have the agility to strike aggressors where they are least expecting it

15 March 2022 - Press release: Foreign Secretary announces historic round of sanctions on Russia

Foreign Secretary Liz Truss said: "We are going further and faster than ever in hitting those closest to Putin – from major oligarchs, to his Prime Minister, and the propagandists who peddle his lies and disinformation. We are holding them to account for their complicity in Russia’s crimes in Ukraine.... Working closely with our allies, we will keep increasing the pressure on Putin and cut off funding for the Russian war machine"

7 April 2022 - UK updates its energy security strategy

It is crucial we work with international partners to maintain stable energy markets and prices.

This will help protect UK consumers and reduce the use of fossil fuels globally.

Similar to our domestic strategy, we have a dual approach to reduce global reliance on Russian fossil fuels whilst pivoting towards clean, affordable energy.

To reduce global reliance on Russian fossil fuels, the UK is:

committing to phase out the use of Russian oil and coal by the end of 2022, and end imports of Russian liquefied natural gas as soon as possible thereafter.

The US has made similar commitments building international support to reduce Russian energy revenues. Internationally coordinated action, for example, through the G7 and International Energy Agency is key to support stable markets and to help secure the critical minerals we all need to successfully move to clean energy providing a key EU entry point for non-Russian supplies of gas.

We are examining our infrastructure to ensure gas flows efficiently between the UK, Europe and the global market through our interconnectors and LNG terminals and promote gas infrastructure to be hydrogen-ready

Oil and gas

Low carbon UK gas, and zero Russian imports.
Phase out Russian oil and coal by end 2022
and Russian LNG gas imports as soon as possible thereafter

104 - How the Nordstream 2 did not got its certification

from the UK, USA and several allies to close the Nordstream 2 if Russia enters Ukraine.

HOW NORDSTREAM 2 DID NOT GOT CERTIFICATION:

13 Jan 2022 - Germany's foreign minister wants to keep Nord Stream II out of the Ukraine conflict

German Defense Minister Christine Lambrecht warns against confusing the disagreement over the Nord Stream 2 gas pipeline with the conflict over Ukraine.

18 Jan 2022 - Scholz: Germany will discuss Nord Stream 2 penalties if Russia attacks Ukraine

26 Jan 2022 - Ukraine crisis: UK 'not optimistic' Russian invasion can be stopped

UK Defence Secretary Ben Wallace is in Europe to build momentum for sanctions against Russia and support for Ukraine amid fears of another invasion.

Wallace met the new German Defence Minister Christine Lambrecht

One defence source said Mr Wallace hoped to put "some lead in their pencil".

He's still hopeful that the Germans will support tough economic sanctions.

He sees the Nord Stream 2 pipeline, built to supply gas from Russia, as one of the key bargaining chips in any sanctions package. Germany gets around 40% of its gas supplies from Russia.

Under pressure from the US, the UK and Poland the new German government has now agreed to at least consider keeping the taps of the Nord Stream 2 pipeline closed - if President Putin uses military force against Ukraine. Ben Wallace said "Nord Stream 2 is a genuine piece of leverage which we should use for the greater benefit of all allies in Europe".

31 Jan 2022 - Liz Truss: I had a discussion with my colleague Foreign Minister Baerbock

...last week about precisely this issue, and I welcome the statements from her and Chancellor Scholz about Nord Stream 2, in which they were very clear that it will not go ahead in the event of a Russian incursion. We do need to reduce dependence on Russian gas. I welcome the work that the United States is doing to look at how supplies can be augmented, and we are working with partners across the middle east. What we are working on, and what tomorrow’s meeting of Foreign Ministers is about, is making sure that we are co-ordinating our positions across NATO, and we are very clear on those red line

22 Feb 2022 - Merkel´s deal reaffirmed

Two days before Russia's invasion, chancellor Olaf Scholz announced he had ordered the economy ministry to withdraw a supply security report, which is an essential element for certification, effectively putting the process on hold. This came as a reaction to Russia's president Vladimir Putin officially recognising two breakaway regions of eastern Ukraine.

8 Feb 2022 - If Nord Stream 2 Dies, What Will It Cost Russia? Where Will Europe Get Its Natural Gas?

When President Joe Biden and German Chancellor Olaf Scholz appeared at the White House yesterday, they made clear that Russia’s Nord Stream 2 pipeline will be left to die on the political battlefield — if Russia invades Ukraine. But what will that cost Russia, and where would Europe get its natural gas?

Moscow relies on hydrocarbons for 60% of its national budget, while oil and gas make up nearly one-third of its gross national product. It already provides about 39% of Europe’s gas.

If Russia invades, that means tanks or troops crossing the border of Ukraine again, then there will be – there will be no longer a Nord Stream 2,” Biden said during the news conference. “We will bring an end to it … I promise you we will be able to do it.”

Chancellor Scholz followed those remarks by saying that the two NATO allies stand shoulder-to-shoulder: "We're one voice, and do things together and we made it very clear if there was military aggression against Ukraine, this will entail severe consequences that we agreed upon together.

Nord Stream 2 is a companion to Russia’s Nord Stream 1 pipeline, and it allows Russia’s Gazprom to double its natural gas capacity headed to Europe. Russia exported 168 billion cubic meters of natural gas to Europe in 2020. Germany bought 56 billion cubic meters of that. Italy and the Netherlands followed with 20 billion and 11 billion, respectively.

09 Feb 2022 - Biden says he'll shut down Nord Stream 2 pipeline if Russia further invades Ukraine

"If Russia invades, that means tanks or troops crossing the border of Ukraine again, there will no longer be a Nord Stream 2,"

Biden said. "We will bring an end to it."

Asked how the U.S. would ensure that, Biden did not offer specifics:

"I promise you: We will be able to do it." It's a point Biden administration officials have stressed in recent weeks.

7 Feb 2022 - Biden pledges end to Nord Stream 2 if Russia invades Ukraine

THE DEAL IS A DEAL AKA PROMISES ARE KEPT:

26 May 2022 - The secret planning that kept the White House a step ahead of Russia

Germany was a reluctant but essential ally, and the Biden administration made a controversial decision last summer that was probably crucial in gaining German support against Russia.

Biden gave Germany a pass on an initial round of sanctions against a company building the Nord Stream 2 pipeline in exchange for a pledge from Chancellor Angela Merkel that if Russia invaded, Nord Stream 2 would be scrapped.

When the invasion came,

Merkel was gone but her successor,

Olaf Scholz, kept the promise.

***

Question remains,

Why would the USA want to physically destroy both

the Nordstream 2 AND Nordstream 1

IF they had a deal which both countries honored?

NOTE:

The UK did not have similar deal.

The UK after Brexit lost all legal ways how to stop the project

IF the UK wanted to end both projects, the only way was directly.

A covert operation.

MERKEL AND NORDSTREAM 2 IN JUNE 2022

18 June 2022 Angela Merkel in the interview:

Former Chancellor Angela Merkel has defended her decisions to build the Nord Stream 2 Baltic Sea gas pipeline.

"I didn't believe in change through trade, but in connection through trade, with the second largest nuclear power in the world,"

Merkel told the Germany editorial network. But it wasn't an easy decision.

"The theory at the time was: If Nord Stream 2 is operational, Putin will no longer supply gas through Ukraine or even attack it."

The West ensured that gas was still routed through Ukraine and that it continued to receive transit fees.

Merkel pointed out that Russia then attacked Ukraine on February 24, when gas was not yet being piped through Nord Stream 2.

“In this sense, gas was not a weapon,” said Merkel.

Merkel also justified the approach at the time with economic considerations.

"At that time, the German economy opted for pipeline gas transport from Russia because it was economically cheaper than liquid gas from Saudi Arabia, Qatar and the United Arab Emirates and later also from the USA," she explained.

They were prepared to support the construction of two terminals for liquid natural gas (LNG) in Germany with taxpayers' money.

"But until the last day of my term in office, no company built an LNG terminal in Germany because there was no importer who would book long-term capacity in advance because of the high price."
