078 - Antony Blinken and those odd post Nordstream attack Tremendous opportunity remarks on 30-09-2022

ANTONY J. BLINKEN, SECRETARY OF STATE

WASHINGTON, D.C

FOREIGN MINISTER JOLY:  To add to that, obviously we support NATO’s and the EU’s declaration regarding the sabotage of the pipelines.  We think that it is a very important European infrastructure.  That is why I also had the opportunity to talk to my Danish and Swedish counterpart and obviously we spoke about it as well.

[There are legal implications of why it is called "sabotage and not "armed attack" or a "terrorist act". The legal definition and its implication is described here. Then there is the issue "Who said it first?". This post documents the notion to frame the event in "sabotage" legal term so only a local investigation in DK and SWE Exclusive Economic zones are conducted.]  

SECRETARY BLINKEN: I think first it’s important to make clear that these pipelines – that is, Nord Stream 1 and Nord Stream 2 – were not pumping gas into Europe at this time. Nord Stream 2 never became operational, as is well known. Nord Stream 1 has been shut down for weeks because of Russia’s weaponization of energy.

[MRT: This is not true, Russia was able to use legal "Act of Retorsion" which allows Gazprom legal suspension of deliveries to Europe. Merkel said that Russia has not used gas as a weapon in spring 2022. Problems with turbines are described here. It explains how a Margin call of $1.5 Trillion on EU energy utility companies and traders bankrupted EU governments.]

What we’ve been doing – and we’ve also been working on this together for many, many weeks as we saw the Russian aggression in Ukraine and as we saw the ongoing weaponization of energy by Russia – is to work very closely with European partners as well as countries around the world to make sure that there is enough energy on world markets. 

[MRT: Enough energy but at what price? Note that UK tried to agree about future deliveries with many exporters in spring 2022. Were they preparing for high prices? Read here, here and here.] 

nd so we’ve significantly increased our production as well as making available to Europe liquefied natural gas. And we’re now the leading supplier of LNG to Europe to help compensate for any gas or oil that it’s losing as a result of Russia’s aggression against Ukraine.

[MRT: Piped gas contracts are not bound to the selection of a pipeline. Any other route could be used, contractual parties need to agree about transport fees. After Nordstream 1 route was destroyed parties could use only Ukrainian pipeline system as the Belarus-Poland was sanctioned by Poland. This is a stong case against Russia sabotaging own pipelines. It would be a gift to Ukraine as they would need to beg them to transport to Europe. Or... someone did it just for this purpose to "Help" financially Ukraine.] 


We’ve worked to release oil from our Strategic Petroleum Reserve to make sure as well that there is oil on the markets and to help keep prices down. We’ve engaged with the European Union and established months ago a task force to work directly with Europe on ways to decrease demand to help get through the winter, as well as to pursue additional supply and to find ways to speed up the transition to renewables even as we’re getting through this challenging period. So all of that work is ongoing.

[Mrt: So it looks like the strategic petroleum reserve was used for Europe as a bribe?] 


My own sense – and I mentioned this the other day – is, look, there’s a lot of hard work to do to make sure that countries and partners get through the winter. Europe itself has taken very significant steps to both decrease demand but also look at ways to pursue the transition to renewables at the same time. And ultimately this is also a tremendous opportunity.

It’s a tremendous opportunity to once and for all remove the dependence on Russian energy and thus to take away from Vladimir Putin the weaponization of energy as a means of advancing his imperial designs.

That’s very significant and that offers tremendous strategic opportunity for the years to come, but meanwhile, we’re determined to do everything we possibly can to make sure that the consequences of all of this are not borne by citizens in our countries or, for that matter, around the world.

[MRT: Note that the UK was having energy crisis after it left EU Single energy market mechanism - Brexit as a root-cause of UK instabilities


SECRETARY BLINKEN:  Shaun, thank you.  First, on the pipelines, we’ve been in very close contact with our partners in Europe – notably with Denmark and Sweden.  We are supporting the investigation into these attacks on the pipelines and working to be able to determine who is responsible. 

[MRT: Then what. The part that the USA will be pushing for punishment of perpetrators is somehow missing. Note that the USA is pushing for local investigations and not he international.] 

But I don’t want to get ahead of those investigations; that work is ongoing.  I think everyone by now is well aware of something that Mélanie alluded to more broadly, but specific to Russia, which is the outrageous misinformation and disinformation campaigns that it engages in

[MRT: Where is the Presumption of innocence and related rights? Looks like he is hinting to deprivation of a defendant's liberty before the conclusion of a criminal case imposed in the context of judicial proceedings by a judicial organ. Looks to me as shaping the narrative from early on.] 

So I really have nothing to say to the absurd allegation from President Putin that we or other partners or allies are somehow responsible for this, but we will get to the bottom of what happened, and we’ll share that information as soon as we’re – as soon as we have it.  But I don’t want to get ahead of the investigation that’s ongoing. 

[MRT: Well, Norway blew the whistle on 19-09-2022 and the USA verified it on 20-09-2022 and then decided to withdrew from the Baltic Sea. It informed their allies and started to send through diplomatic and private channels that USA is not looking for confrontation but that they will defend allies if attacked. This makes them legally complicit I suppose? You can look at the data supporting this view here. So IF SWEDK investigations are stalled then he does not need to share anything?] 

When it comes to the rhetoric we’ve heard from President Putin on nuclear weapons, you heard us speak to this very directly at the United Nations this week.  This kind of loose talk about nuclear weapons is the height of irresponsibility and it’s something that we take very seriouslyWe are looking very carefully to see if Russia is actually doing anything that suggests that they are contemplating the use of nuclear weapons.  To date we’ve not seen them take these actions, but we also know that Russia’s engaged in horrific – a horrific brutalization of Ukraine.  And so the threats that they make, we take very seriously.  As to President Putin’s intent, I’m not going to speculate on what’s in his mind.  I can just tell you that we plan against every possible scenario, including this one.

[MRT: The sudden withdrawal of USS Kaersarge group from the Baltic sea on 22-23/09/2022 after it received the warning from Norway o 19/09/2022 was due to strategic imperative of preferring own security over that of their allies - here. Only a very serious intel could cause such move in such a short time. It is possible that other actions to provoke Russia were planned as well.] 


19 Sept 2022 - NOR Prime minister and his defense minister Gram fisit USA and bring some high level intel. There are indices that this could be about Boris Johnson´s mission to attack Nordstream which Liz Truss re-signed. It looks like Norway was finding itself very vulnerable and was seeking extra protection from the USA, both have later high level meetings in Pentagon.

077 - What the heck happened on Friday 23-09-2022 that Liz Truss scuttled out of the chamber and went into hiding?

There is a lot what happened before this, e.g. Norway blew a whistle, US Navy started to leave Baltic Sea, and other events like US-UK Special relationship in 2022 was put on hold which are described in the many posts I created for you curious readers.

There is one crucial day I want to focus on today Friday 23-09-2022:

21 Sept 2022 - UK Prime Minister Truss addresses the United Nations General Assembly (transcript here)

076 - Archipelago Endeavor 22 exercise and Sweden in mid September

As previously stated, a crisis was brewing in the Baltic Sea from September 15 to September 19, 2022.

On September 19, 2022, NOR delivered critical intelligence to the US and informed its allies.

According to data, the United States assessed the situation as detrimental to its own security and opted to withdraw from the Baltic Sea due to uncertainty about Russia's nuclear posture in the event of an attack on its major export infrastructure. 

The Navy was training with the US, although it appears that the exercise ceased or was completed on September 23, 2022. SWE sent planes over the area to see what was going on. Then it dispatched ships to Bornholm.  

Let's look at how Sweden handled the problem.

21 Sept 2022 - THE NAVY'S AUTUMN EXERCISE 2022

During the period 24-31 August, the navy is carrying out a major exercise in the entrance to the port of Gothenburg and in the Hakefjorden to Stenungssund and Wallhamn. The purpose of the exercise is to practice protecting Swedish ports and transport routes at sea. Military personnel, ships, boats and helicopters will most likely be seen and heard more than normal in the area.

21 Sep 2022 - Five days before the pipeline blasts,... 

On September 22 and 24, two Swedish reconnaissance flights, SVF623 and S100D Argus 

(Swedish AWACS with call sign C604), flew over the area between Bornholm and Baltiysk.

22, 23 24 September - SWE newspapers Dagens Nyheter report that Swedish navy was in the area a few days before the sabotage.

21 Sep 2022 - Five days before the pipeline blasts,...


...it was a chilly and overcast day on the east coast of Sweden. The Intelligence Ship - HSwMS - Swedish Corvette „K31 Visby“ (K31) was set on a southward course... The next morning, something must have happened.



[M: It is known that SWE and DK share responsibilities and costs over guarding the Danish straights. There are several radar stations, sensors which could trigger the mission.]

The „Visby“ left Karlskrona on 22 September around 08.30 a.m. (06:30 UTC) at 18-20 knots, according to MarineTraffic data, effectively double the speed of its patrol ride on the previous day. Now it was heading southeast for Bornholm. Had it received a radio call instructing it to search for something?
   
The following day, 23 September, the „Visby“ rounded the island of Bornholm, passing closely by the later explosion site #1 in the process. After leaving the area westward, the naval corvette returned for a second look at explosion site #2 the following day, 24 September, around midday at 12:13 local time..


The Danish Patrol Boat - On the same morning of 22 September when the „Visby“ left Karlskrona seemingly in a hurry, the Danish Navy Patrol Boat „Nymfen“ P524 had already headed to the same waters northeast of Bornholm.

[M: Note that DK navy does not have the ASW sonar capabilities to track submarines and so DK most likely asked SWE navy to help out to locate, track and identify what was under the surface.]
                      

Focusing on a particular section of the Danish patrol boat’s movements (blue box) near site #2, a search pattern emerges. The location of the blue box is approx. 18-20 km from the later explosion site #2.

The patrol boat’s movements seem to indicate a kind of search pattern. At one point, it almost came to a halt, moving at 1 knot or less (indicated by the red arrows). What information was it that brought the boat out to this location? Where did the information come from?


The fact is the „Nymfen“ was crusing in the highlighted area (blue box) between 08:17 a.m. local Swedish time (06:17 UTC) and 08:41 a.m. (06:41 UTC) — the same time that the Swedish warship „Visby“ was just leaving Karlskrona heading for the same general area. Had the Swedes received a call from the Danes? Or had the Swedish Navy intercepted a Danish radio message and decided to take a look themselves?

By the time the „Visby“ arrived near explosion site #2 around 01:00 p.m. local time (11:00 UTC), the Danish patrol boat „Nymfen“ had already left for the nearby port of Nexø on the island of Bornholm.
 

23 Sept 2022 - Archipelago Endeavor 22

[MRT: This is the last instance of the news about the exercise, did it end naturally or was it cancelled? Note that SWE Naval Warfare Centre is in Karlskrona (also 44th mine clearance). Berga is near Stockholm. SWE ships left from Karlskrona. The Swedish Armed Forces Diving and Naval Medicine Centre is also in Karlskrona as well as SWE Submarine flotila.] 

5 Oct 2022 - US considering offering to analyse underwater audio recordings to aid Nord Stream pipeline sabotage investigations

The US Navy’s processing of the sonar signatures – the term for the unique underwater sounds – provided by Sweden and Denmark could boost the investigations by providing a more detailed picture of what was in the area at the time of the pipeline explosions and what caused them, sources said... 
Each type of underwater machinery like submarines, torpedoes and vessel engines makes a unique sound that is called a “sonar signature,” and the US has an extensive library of these sounds.

6 Oct 2022 - Swedish authorities announced on October 6 they had conducted an underwater inspection of the site and collected "pieces of evidence" 


Meanwhile, Danish police on Tuesday said they had completed several inspections of the leaks in the Danish zone, together with the intelligence service PET.

 

Questions:

  • When? I could not find anywhere the plan for the exercise, from-to.
  • Did it end earlier because the USA announced they will leave the Baltic Sea? 
  • Why did SWE Navy send its ships to the Bornholm area?
  • How does that connect to the NOR increasing its naval security level to 2 on 22/09?
  • The SWE and DK Navy have hydro-acustic data, where did they record it and when?

19 Oct 2023  - Submarine hunting - around the clock in all weathers


Hunting for submarines in the Baltic Sea is a difficult task due to temperature layers and bottom conditions
 
Since 2016, when the Swedish Armed Forces began conducting submarine hunting by helicopter again,  there has been a lack of an approved air operational routine for performing after dark and in bad weather. This is because it is pitch black out at sea and there are therefore no visual references. Thus, the crew cannot determine either height or flight position visually, but must rely entirely on instruments when descending towards the water surface.


[MRT: PLease pay attention when SWE + USA were still conducting joint defence navy exercises and when they abruptly stopped (22-23/09/2022)... Then SWE + DK discovered the sub. See other posts. ]

075 - The Rekin-22 naval exercise and Poland in mid September

REKIN-22

Interesting about Rekin-22 is that:
- it was not originally mention how long it will take
- does not look like a long planned exercise
- ended on 24/09/2022

There were other exercises also:
#NorthernCoasts (GER led exercise)
 OSTROBOK22 (message) 


Just a brief look that another naval exercises One was announced in a very short time in the critical time of mid September:

Hypothesis, sequence of events : 
- In June USA and GER naval exercise found a submarine near Nordstream pipelines (April, June)
- A strategic warning was issued to Nordstream shareholders in June
- The USS Kaersarge stayed in the Baltic Sea after BALTOPS (Hersh was wrong)
- The strategic warning was issued for first 1/2 of September (GER said so in sept)
- Naval exercises were planned, led by Germany a Northern Coasts (participation of FRA, NED)
- The Queen´s death and switch BoJo -> Truss delayed the mission.
- The German led naval Nortern Coasts exercise ended on 15-09-2022
- After the Northern coasts ended NOR sent another warning to EU allies on 15-09-2022
- The NOR blew a whistle and went to the USA on 19-09-2022 -> POST
- The USA warns its allies and leaves the Baltic sea

[MRT: Poland was supposed to launch their NOR-DK-PL pipeline and was worried that it is in danger. Note that NOR PM was supposed to be present for the launch but cancelled (at the end of the post).]


POLAND, LITHUANIA AND LATVIA CONDUCT NAVAL EXERCISES

Poland to Launch Biggest Naval Exercise in Baltic Sea

(7:40 protecting oil, gas, raw material, protecting from submarine attacks)

15 Sept 2022 (Thursday) - Poland set to launch navy exercises in Baltic Sea

Nearly 20 ships from Poland, Lithuania, Latvia, and Estonia will take part in Rekin-22 maritime exercises in the Baltic Sea set to begin on Friday (16-09-2022).

On Thursday (15-09-2022), the Polish Navy announced that military maritime maneuvers under the codename Rekin-22 will begin on Friday in the territorial waters of the Baltic Sea and the international South Baltic.

Poland's Marine Operations Center spokesperson Piotr Dulas said in a statement that the maneuvers “will be supported by Air Force aircraft and helicopters, Special Forces and specialized shore units.”

Dulas added that this year's Rekin-22 maneuvers will comprehensively implement the operation of protecting shipping routes, preventing the country from being blockaded from the sea and ensuring the free flow of goods to allied countries.

“Nowadays, when maritime transport is even more important for the economy, ensuring safe sea lines of communication which guarantee the uninterrupted functioning of the supply chain and uninterrupted trade by sea is one of the most important issues not only in Europe, but also in the world", Dulas said in the statement.

The Shark-22 maritime exercises are due to wrap up on Sunday. 

[MRT: The exercise took place between September 16th and 18th and involved nearly 20 vessels from Poland and the Baltic states] 

15 Sept 2022 - Manoeuvres codenamed Shark-22 will take place in the Baltic Sea

The Navy, in a communiqué, sent on Thursday, informed about the military manoeuvres under the codename Rekin-22 starting on Friday in the territorial waters of the Baltic Sea and the international South Baltic.

A spokesman for the Maritime Operations Centre – Maritime Component Command Cmdr Lt Piotr Dulas conveyed that the manoeuvres will integrate the activities of tactical compounds operating in the maritime domain, such as the 3rd Flotilla of Ships, the 8th Flotilla of Coastal Defence and the Naval Aviation Brigade.

Additionally, the ships’ actions at sea will be supported by aircraft and helicopters of the Air Force, Special Forces and specialised shore units such as the Maritime Missile Unit, the 6th Radioelectronic Centre, anti-aircraft squadrons, sapper battalions or the Naval Command Battalion – enumerated Dulas. 

‘Shark’ operations will also be carried out in cooperation with the forces of the Baltic Naval Squadron, which includes ships from the Baltic countries as well as specialists from the Marine Unit of the Border Guard, the Maritime Search and Rescue Service and the maritime offices in Szczecin and Gdynia.

Dulas emphasised in the communiqué that within the framework of this year’s Rekin-22 manoeuvres, a comprehensive operation will be carried out to protect shipping routes, prevent the blockade of the country from the sea and ensure the free flow of goods to allied countries.

As indicated by a representative of the Maritime Operations Centre – Maritime Component Command, a number of episodes have been planned during the manoeuvres reflecting the widest possible spectrum of threats that may currently occur at sea. 

– Nowadays, when maritime transport is even more important for the economy, ensuring safe sea lines of communication guaranteeing uninterrupted functioning of the supply chain and uninterrupted trade by sea is one of the most important issues not only in Europe, but also in the world,’ noted Lieutenant Commander Dulas in the communiqué. 

The COM-DKM representative points out the significant role of the Baltic Sea and transshipped goods in Polish ports. He stated that they account for up to 10 per cent of the country’s total budget.

– Between 2,000 and more than 3,000 vessels pass through the Baltic every day. There is international trade, transfer of raw materials and passenger traffic. Polish ports handle more than 100 million tonnes of cargo a year, including strategic raw materials such as oil and liquefied gas,” noted Dulas.

He stressed that as part of the Rekin-22 manoeuvres, a number of ship and aviation actions will be undertaken to cover maritime transport and shipping safety.

It is mainly about countering attacks from water and air and submarine attacks, he pointed out.

He added in the communiqué that the manoeuvres also include anti-mine, anti-terrorism, anti-piracy, as well as stabilisation, peace enforcement and humanitarian operations. Exercises of this nature are key to creating the atmosphere of maritime security necessary for the unhindered development of maritime transport and trade.

15 Sept 2022 - Nearly 20 ships from  will participate in Navy maneuvers 

...under the code name #REKIN22 . The maneuvers will integrate ship operations supported by planes and helicopters, Special Forces and specialized shore units. The exercise will begin on September 16

18 Sept 2022 - The ships #8FOW , ORP WIGRY and ORP KORMORAN 

from #13dTR cooperated with LNS JOTVINGIS and LVNS VARONIS from the BALTRON group, as part of the preparatory phase for exercise #REKIN22

19 Sept 2022 - Even though it is already evening, the exercise #OSTROBOK22 does not slow down.

20 Sept 2022 - The ships of the 8th Coastal Defense Flotilla carry out training episodes in the waters of the Pomeranian Bay and the Gulf of Gdańsk.

At sea, as part of the exercise #Wargacz22 , the following ships operate: mine transport ships, transport cutters, minesweepers, a mine destroyer, as well as auxiliary vessels.

Their goal was to integrate the activities of the 3rd Ship Flotilla, 8th Coastal Defense Flotilla and the Naval Aviation Brigade. The exercises were part of the largest maneuvers this year #REKIN22

19 Sept 2022 - Baltic Guard: An Interim Assessment

Since spring 2022 , the Navy's most important contribution to the Enhanced Vigilance Activities has been the Baltic Guard measure . A work cell in the Maritime Operations Center ( MOCMaritime Operations Center) in Glücksburg near Flensburg organized to move as many national exercise projects as possible from the North Sea to the Baltic Sea. This is intended to increase the presence of the fleet there....

“There has been a significant shift in the projects of our ships, boats and aircraft from outside to the Baltic Sea,” confirms Frigate Captain Ulrich F. from the MOCMaritime Operations Center. And he adds: “This applies to both national and international units. However, exact figures, data and facts are classified.” 

At the same time, the Navy with Baltic Guard is offering its partners in the Baltic Sea region the opportunity to take part in all of these exercises. Above all, this means that not only corvettes from Warnemünde and minehunters from Kiel, but also increasingly frigates from Wilhelmshaven are training their craft directly on NATO's northeastern flank - together with ships from the Polish or Estonian navies, for example.

The German Navy had made half of its fleet, including submarines, auxiliary and reconnaissance ships, available for the Enhanced Vigilance Activities in the spring - partly before the outbreak of war between Russia and Ukraine. In February, the naval command assigned 28 of them, practically all of them that were not in a shipyard for maintenance and repair, to NATO units or diverted them from individual training projects in the North Sea to the central and eastern Baltic Sea.

“The motto was: Everything that swims goes out,” said Inspector Kaack in a recent interview with Welt Online. “Was it sustainable? No. Was it right? In any case. Because we have shown: Not with us, Mr. Putin!” As a result, the Navy was able to determine “normal behavior of the Russian fleet with a few exceptions in the aviation area.”

The content of Northern Coasts 2022 was initially the usual training in cooperation between warships of different types and nationalities.

In addition, the large-scale exercise this early autumn had other focuses: including training anti-submarine warfare specifically in the Baltic Sea.

Those involved also practiced creating a multinational, cross-military, detailed military situation picture of the region and continuously updating it over the period of the maneuver.

The major maritime military training event ended on September 20, around 40 hours earlier than planned. The success is considered assured, the balance sheet is positive. The participating naval forces of 14 nations have shown to be operationally ready. The German Navy is prepared to take on responsibility in the Baltic Sea region.

19 Sept 2022 - “Schleswig-Holstein” visits Lithuania

Over the weekend from September 16 to 19, 2022, the frigate “Schleswig-Holstein” was in the port of Klaipėda - for multinational exchanges during the Northern Coasts exercise. The submarine hunting frigate from Wilhelmshaven is currently taking part in this naval exercise, alongside other ships and boats from the German Navy and naval forces of friendly nations... Immediately after docking on Friday morning, September 16, Brune and Commander Frigate Captain Andreas Mückusch welcomed on board dignitaries from the city of Klaipėda, the host Lithuanian Navy and representatives of the German Embassy.

24 Sept 2022 - Equinor in 10-year deal to sell gas to Poland's PGNiG

Norway’s Equinor has entered into a 10-year agreement to sell natural gas to Poland that will cover around 15% of Polish annual consumption.

The gas will be transported through the new Baltic Pipe, which is due to open next week

3 August 2022 - Baltic Pipe opening two days early (27-09-2022)

On Tuesday, Deputy Minister Gróbarczyk announced that the completion and opening of Baltic Pipe would take place on 29 September. It now appears that this will happen even earlier.

The good news is that Baltic Pipe will be ready in the near future. But the better news is that it will even be two days sooner than I presented this morning. The delivery date is 27 September! – informed Deputy Minister Marek Gróbarczyk on Twitter.
