I. It is quite clear that the Nordstream affair was done by a State Actor
This means that:
- Several government officials got together and cooked the plan - group.

- The head of any government / executive, is a Prime minister.
- It was a military operation and so Head of military / Defence secretary was involved.
- It was a naval operation so Head of navy was involved.
- It is a country attacking assets of another country so Foreign minister / Foreign secretary was involved.
- To keep all secret Head of internal affairs / Security was involved.
- President or Royals are heads of different states, heads of military.
II. The government of that particular state have to had clear objectives.
This means that:
- They had to have a plan which was done long in advance to think through the issue from many angles.

- It was an attack on energy infrastructure. There country had to improve its own position with its own energy security.
- Despite latest issues the Nordstream was bringing a lot of profit to Russia and was projected to bring more in future. The attack was meant to kill its export income.
- From political point of explanation to allies had to be done through foreign minister formal and informal meetings. There had to be tensions in relations with this country post the event.

- Germany
- Netherland
- Poland
- Finland
- Denmark
- Norway
- Sweden
- Estonia
- Lithuania
- Latvia
