Jacob Rees-Mogg has been meeting oil and gas companies in a bid to boost North Sea supplies amid an ongoing energy crisis.

There is confusion over whether Rees-Mogg met oil and gas companies in his role as a Minister or as a supporter of Truss – with multiple Government departments refusing to comment.

Truss’ senior team has claimed the meetings were set up by civil servants, and was not linked to her campaign.

However, it is unclear why the Brexit Opportunities Minister would be holding the meeting instead of Energy Secretary Kwasi Kwarteng or Chancellor Nadhim Zahawi.

Prime Minister Jonas Gahr Støre and European Commission President Ursula von der Leyen had a new telephone conversation on Monday. The two talked about the energy crisis affecting Europe.

It is important to have a close and close dialogue with our partners and allies in Europe about various solutions to the demanding situation that has arisen as a result of Russia's war of aggression against Ukraine. From the outset, Norway has done what we can to remedy the situation in Europe, and Norwegian companies have significantly increased the production of gas. Norway now delivers 8 percent more gas to Europe than we did when the war broke out, says Prime Minister Jonas Gahr Støre.

He has a great understanding that the countries in Europe are now looking for solutions to the energy crisis.

- We agree to have an even closer dialogue with the EU going forward about the various proposals on the table. We enter the talks with an open attitude, but are skeptical about a maximum price for gas. A maximum price will not do anything about the fundamental problem, namely that there is too little gas in Europe, says Prime Minister Jonas Gahr Støre.

He says that both Norway and the EU benefit from a more stable energy market. Støre and von der Leyen discussed the role long-term contracts can have in ensuring more stability in the market. Støre emphasized that it is the companies that enter into such long-term contracts.

The content of Northern Coasts 2022 was initially the usual training in cooperation between warships of different types and nationalities.

In addition, the large-scale exercise this early autumn had other focuses: including training anti-submarine warfare specifically in the Baltic Sea.

Those involved also practiced creating a multinational, cross-military, detailed military situation picture of the region and continuously updating it over the period of the maneuver.

The major maritime military training event ended on September 20, around 40 hours earlier than planned. The success is considered assured, the balance sheet is positive. From September 16 to 23 in Gdynia (Poland), the Latvian Navy will take part in the Polish Navy's military exercise "Rekin", while from September 19 to 22 in the stage of the international military exercise "Northern Coasts 2022", which will take place in Lithuanian waters, the Ministry of Defense informed. 

The international military exercise "Northern Coasts 2022" is organized by the German Navy from September 9 to 22 in the Baltic Sea. The headquarters and support ship A-53 "Virsaitis", the patrol ship P-09 "Rēzekne", ships and aircraft from France, Lithuania, Estonia and the USA, as well as the US Diver Unit, participate in the exercises.

Over the weekend from September 16 to 19, 2022, the frigate “Schleswig-Holstein” was in the port of Klaipėda - for multinational exchanges during the Northern Coasts exercise. The submarine hunting frigate from Wilhelmshaven is currently taking part in this naval exercise, alongside other ships and boats from the German Navy and naval forces of friendly nations... Immediately after docking on Friday morning, September 16, Brune and Commander Frigate Captain Andreas Mückusch welcomed on board dignitaries from the city of Klaipėda, the host Lithuanian Navy and representatives of the German Embassy.

On Monday, the Prime Minister and the Defence Minister visited the US Navy 2nd Fleet and the NATO Joint Force Command in Norfolk, US. Both forces are responsible for naval activities in the North Atlantic and for US-European defence cooperation. These areas are of great importance to Norway as well.

Prime Minister Jonas Gahr Støre and Minister of Defence Bjørn Arild Gram had a meeting on Monday with US Navy representatives on board the USS Gerald R. Ford aircraft carrier. 

‘The war in Ukraine has completely changed the security policy situation. The US and Norway share an interest in maintaining a good overview and adequate situational awareness of any activity taking place in Norway’s neighbouring areas. We already have excellent cooperation structures in place for this,’ said Minister of Defence Bjørn Arild Gram.

This underway embark coincided with Støre’s visit to the United States to meet with officials in Washington D.C. and talk to key U.S. military leaders.

“The U.S. is our most important ally. The U.S. pledge to support Norway and Europe in times of crisis and war is essential to our security. Norway and the U.S. have a long tradition of close defense cooperation. We are now seeking to develop this even further,” said Støre.

For me, it is important that American political and military leaders hear our assessment of the situation in the northern regions, says the prime minister.

Støre met two of the most important leaders in the US Congress on Monday: Democrat Nancy Pelosi and Republican Mitch McConnell.

- There were two good meetings, says Støre, who informed the top politicians about Norway's view of the situation in Europe in the wake of Russia's invasion of Ukraine.

They also discussed how Norway can contribute to finding a solution to the energy crisis that has hit Europe.

Støre says he expressed unease about the strong polarization in American politics. At the same time, he got the impression that Pelosi and McConnell largely agreed on the main lines of security policy.

The two men discussed issues affecting both NATO and the bilateral relations between the two countries during a Pentagon meeting today.

The meeting comes just two weeks after the two defense leaders met as part of the Ukraine Defense Contact Group meeting at Ramstein Air Base, Germany...

Secretary of Defense Lloyd J. Austin III welcomed Norwegian Minister for Defence Bjørn Arild Gram to the Pentagon.

The leaders discussed the strength of our bilateral defense relationship and ongoing work to support Ukraine.  They discussed shared security interests in Europe, the Arctic, and across the globe, and bilateral and NATO efforts to advance them.  The two leaders look forward to further bilateral cooperation.

Secretary Austin and Minister Gram exchanged views on the Russian Federation’s unprovoked and unjustified invasion of Ukraine.  Secretary Austin reaffirmed U.S. support for Ukraine’s sovereignty and territorial integrity, and thanked Minister Gram for Norway’s substantial contribution to Ukrainian security.  The two also touched on threats to Arctic Security from Russia.  Both agreed that the Arctic is a region that is growing in geostrategic importance. 

Secretary Austin thanked Minister Gram for Norway’s approval of the Supplementary Defense Cooperation agreement, which will provide substantive projects that will increase bilateral security cooperation, particularly in the Arctic.

"Supplementary Defense Cooperation Agreement (SDCA) will facilitate more rapid and effective deployment of reinforcements to Norway from the US in the event of a war or crisis."  

21 Sept 2022 - Putin mobilizes and threatens nuclear weapons

President Vladimir Putin has announced partial mobilization in what is a clear Russian escalation of the war in Ukraine. It includes 300,000 reservists.

- I am not bluffing, said the Russian president when he announced the decision in a televised speech on Wednesday morning.

Shortly afterwards, Defense Minister Sergej Sjojgu stated in a televised interview that 300,000 people in the reserve forces will be mobilised.

He assured that this should not apply to conscripts and students, only those who have relevant combat experience.

The West wants to destroy Russia
In the speech, Putin said he is willing to use all available means to defend Russian territories while accusing the West of wanting to "weaken, divide and ultimately destroy our country."

- To those who allow themselves to make such statements about Russia, I would like to remind that our country also has various means of destruction, Putin said.

- When our country's territorial integrity is threatened, we will clearly use all the means we have to protect Russia and our people. This is no hoax, he added.

Nuclear threat

At the same time, Putin accused the West of carrying out "nuclear blackmail", after which he referred to "statements by some high-ranking representatives of leading NATO countries about the possibility of using weapons of mass destruction against Russia". It is unclear which statements he was referring to.

Sergey Markov says ‘a lot of people in Western countries’ could be killed in nuclear war on BBC Radio 4’s Today programme

An ex-adviser to Vladimir Putin has claimed UK cities could be a nuclear target for the Russian president and blamed the Ukraine war on the West as he launched into a bizarre rant on British radio.

Sergey Markov made a host of unsubstantiated claims - including that Western countries are using Ukrainian soldiers “as slaves” - before shouting down the phone line during his interview.

He threatened the West with nuclear war before he was asked any questions on BBC’s Today programme on Wednesday morning.

Good morning to you,” the presenter said, to which the ex-Putin advisor replied: “Good morning. Well it’s not good morning ... for everybody.”

He continued: “For Western countries, for you, British listeners, I would say that Vladimir Putin told us he would be ready to use nuclear weapons against Western countries, including nuclear weapons against Great Britain

Mr Markov said “your cities will be target..” before being interrupted. 

21 Sept 2022 - Norway must rely mostly on its allies

NEWS ANALYSIS: As the leader of Norway’s neighbouring Russia shocked the world again, now with nuclear threats, Norwegian Prime Minister Jonas Gahr Støre readily concedes that his government must rely on the US and other NATO allies for any needed defense. They’ve all been gathered at the UN General Assembly in New York this week, but just before that, Prime Minister Jonas Gahr Støre was flown out to visit a US aircraft carrier at sea.

[Mrt: This is highly unusual that both a country PM and Defense minister make unannounced visit to the carrier to host there a meeting with de Toro.] 

The carrier visit confirmed once again that the US and Norway are close allies and also that US forces will continue to maintain a strong presence in Norwegian territory, not least along its coast. “What gives Norway security is that we have allies who have capacity,” Støre told newspaper Aftenposten while standing on the deck of the USS Gerald R Ford on Monday.

When asked why he’d taken the time to visit the USS Gerald R Ford at the start of a hectic week in Washington DC and at the UN in New York, Støre told Aftenposten it was to see “the core of Norway’s security.”... 

Defense Minister Gram added that while Norway “is a small country, it contributes strongly to the NATO alliance through intelligence gathering, new fighter jets, the new surveillance aircraft and special forces.

21 sept 2022 - Two new drones observed in the North Sea

Unidentified drones continue to appear in the North Sea. Two new drones have now been observed.

On Saturday, what is described as a "severe" drone was observed near the Kristin field. On Tuesday, a new drone appeared which should have been less than 50 meters from the Heidrun platform, Stavanger Aftenblad reports.

Unidentified drones continue to appear in the North Sea. On Saturday, a "severe" drone was observed near the Kristin field and on Tuesday, a new drone appeared which is said to have been less than 50 meters from the Heidrun platform.

Equinor has reported

- We have made observations of unidentified drones at some of our installations, confirms Eskil Eriksen, press spokesperson at Equinor.

- We take the incidents seriously and report the observations to the Norwegian authorities, the Petroleum Safety Authority and the police, Eriksen asserted.

He says that Equinor is in dialogue with the governing authorities regarding follow-up of the drone activity.

Operator companies on the Norwegian continental shelf have recently notified/reported
several sightings of unidentified drones/aircraft in the vicinity of
offshore installations. The Petroleum Safety Authority Norway encourages increased vigilance from all operators and shipowners on the Norwegian continental shelf and reminds them to notify and report observations to us, in accordance with Section 58 of the Framework Regulations Notification and reporting in connection with security zones.
Unidentified drones/aircraft may involve increased risk in areas such as - helicopter traffic and SAR helicopters
- ignition source control - non Ex approved equipment in the vicinity of explosive areas hazardous areas
- falling objects - collision with equipment 
- deliberate attacks
We assume that some of the players in the industry are already familiar with this. Nevertheless, we consider we consider it relevant to provide information about these incidents. We encourage further
vigilance, review of emergency preparedness measures and incident management and information sharing. Furthermore, communication in general in the petroleum the petroleum industry and with cooperating authorities. We ask that relevant personnel in the individual operating company and the individual shipowner, and the safety service are made aware of the contents of this letter.

22 Sept 2022 - The Charles de Gaulle begins its rise in power

The aircraft carrier Charles de Gaulle has just successfully completed its sea trials after a period of maintenance and the renewal of almost a third of its crew. From September 24, it will begin its operational sea condition (MECO) before a next deployment by the end of the year.

The sea trials conducted from September 13 to 15 completed the 2022 technical shutdown, a period during which the majority of the ship's installations were subject to preventive or corrective maintenance operations.

22 Sept 2022 - USA withdraws large fleet from the Baltic Sea 

Port visit of the “Kearsarge” in the Polish naval port of Gdynia last Wednesday.  The visit to Poland marked the end of the Baltic Sea presence of the large battle group around the 40,000-ton carrier.

One day after Russia announced partial mobilization, the USA is withdrawing its amphibious battle group from the Baltic Sea. But the withdrawal is said to have a completely different reason.

Kiel. Shortly before 10 a.m. on Thursday morning, a large US combat group passed through the Fehmarnbelt. The direction of travel was out of the Baltic Sea. The “Kearsarge” battle group has fulfilled its mission. 

September 23 - In all cases, the trajectories of the US military speak of observation flights 

or loitering with other targets over a specific section of the water area. Helicopters that made sorties on the night of September 22-23 and 25-26 have especially confusing tracks.

22 Sept 2022 - Inaugural visit by French Armed Forces Minister Sébastien Lecornu

On Thursday, September 22, 2022, Defense Minister Christine Lambrecht will receive the French Minister for the Armed Forces, Sébastien Lecornu, for his inaugural visit to the Bendler Block.

Relations with France are of particular importance to the Federal Government. In terms of security policy, France is the closest and most important partner in Europe. The Aachen Treaty forms the basis for the further expansion of intensive relations, especially in defense policy. In view of the numerous similarities, the unifying goal remains to strengthen Europe's ability to act. 

22 Sept 2022 - Merivoimat will train with the French mine countermeasures ship Céphée in the Baltic Sea on Thursday and Friday 22-23. September

After the exercise, the ship will visit Turku next week until September 28.

Mine countermeasures ship Vahterpää from Finland will take part in the exercise. The exercise focuses on joint mine countermeasures training.

In the port of Turku, training and training cooperation continues with the Coastal Navy.

After the rehearsal, Céphéé visited Turku. The purpose of the exercise was also to improve interoperability between the French and Finnish navies. In its exercises, France wants to promote freedom of movement at sea, including in disputed sea areas.

Mr Stoltenberg said that NATO is monitoring the situation in the Baltic Sea closely, Allies are looking into the gas leaks from both Nord Stream pipelines, and also exchanging information with Finland and Sweden.

The discussion with the Socialists and Democrats group is part of the Secretary General’s regular engagements with EU lawmakers, in the framework of NATO’s strategic partnership with the EU.

Then there is, of course, another type of escalation, and that is an escalation beyond Ukraine. The war that is going on in Ukraine now is bad, and a tragedy for the Ukrainian people. But of course, a full-fledged war between NATO and Russia would be even worse. Therefore, we need to ensure that this doesn’t evolve into a full-fledged war in Europe. And we do that partly by being very clear that NATO and NATO Allies are not party to the conflict.

But then, of course, we are also preventing escalation of the conflict into NATO territory by sending a very clear message that if an NATO Ally is attacked, then that will trigger a response from the whole Alliance.

And as long as that is clear, NATO Allies will not be attacked and the conflict will not escalate, because we are there to protect each other, and by standing together we are safer and stronger.

Let me add one more thing, and that is that I think what we have seen throughout this conflict is the importance of the transatlantic bond, North America and Europe standing together, and American leadership. Of course, European Allies have stepped up and European Allies are doing more.

28 Sept 2022 - Equinor and Gassco placed under the Safety Act: - Naturally, we step up preparedness

Key companies in the oil industry must cooperate more closely with the authorities. - Can access classified information, says Prime Minister Jonas Gahr Støre.

According to the Petroleum Act, it is the operators on the shelf who are responsible for the safety measures on platforms and land facilities.

[Mrt: He is stating that it is private and not state ownership, if attacked it could be considered a sabotage, if it is a state owned then it is an attack against the state. Later these will be transfered under state ownership which provides beter legal protection, compare to Nordstream AG discussed in another post - here and other posts.] 

Now important players and the government will work together more closely. Central companies in the oil sector are partially subject to the Act on National Security (the Security Act), Prime Minister Jonas Gahr Støre (Ap) told a press conference on Wednesday.

The government has also decided that "transport of gas in pipes to Europe" should also be understood as a fundamental national function. It reflects today's threat picture.

Then I will repeat this. We have no concrete indications that there are direct threats to Norwegian oil and gas installations, let me emphasize that, but both the companies and the Norwegian authorities are working closely together to strengthen security.

The incidents in the Baltic Sea meant that the government yesterday decided to further strengthen preparedness related to infrastructure, land facilities and installations on the Norwegian continental shelf.

Not only to prevent such an incident as we saw in the Baltic Sea, but also other possible threats that could still come via the internet or in other ways.

Earlier today, it became known that Equinor and several other companies have raised the alert level at their facilities. It happened after the Petroleum Safety Authority sent out a message on Monday, asking both operators and shipowners on the Norwegian continental shelf to be extra vigilant.  

[Mrt: Wait a second, on Monday it was 26-09-2022, when the NS1,2 were bombed. Did he mean Monday 21st? What information did Norway have to send out the warning?

On 26th the first smaller explosion at night, next one on evening. How great luck the NOR PSA sent the warning in time between blows. It was not clear at this point what happened if it was not a natural accident or a human error or else. Interestingly the NOR also increased the marine security level to level 2 already on 22/09 four days before the event.]

1 Oct 2022 - Jonas Gahr Støre about the drone observations: - These are not boy pranks

Prime Minister Jonas Gahr Støre and Equinor CEO Anders Opedal visited the Sleipner A platform in the North Sea on Saturday.

Following the Nord Stream 1 and 2 explosions as well as "unusually high" drone activity at Norwegian oil and gas installations, Prime Minister Jonas Gahr visited the Støre Sleipner A platform on Saturday.

"Traveling offshore is always special. Today was perhaps a little extra special", opened Equinor CEO Anders Opedal.

No threat information

Støre also repeated what he also said at another press conference on Friday:

"We have no information that there is a threat to us, but as the situation is now, it is wise and sensible to step up preparedness - and we are doing that", he said, and pointed to close cooperation with the companies operating on the Norwegian continental shelf...


3 Oct 2022 - The person responsible for the Nord Stream gas pipeline leaks...

... is unlikely to ever be held accountable, Vice Admiral Jan Christian Kaack, Commander of the German Navy, told Monday's "Aktuaalne kaamera".

"The basis for seeing possible events is a clear picture of the sea, or observation. If there is a clear picture of the air, surface or subsurface — almost clear, because you cannot always be completely sure — then you can look at anomalies in the system and then you can bring a special unit to the area where the anomaly was detected," Kaack said.

The Russian military issued a warning and fired several missiles towards the British missile destroyer.

5 Oct 2022 - US considering offering to analyse underwater audio recordings to aid Nord Stream pipeline sabotage investigations

The US Navy’s processing of the sonar signatures – the term for the unique underwater soundsprovided by Sweden and Denmark could boost the investigations by providing a more detailed picture of what was in the area at the time of the pipeline explosions and what caused them, sources said... 
Each type of underwater machinery like submarines, torpedoes and vessel engines makes a unique sound that is called a “sonar signature,” and the US has an extensive library of these sounds.

11 Nov 2022 - French, German, and Dutch military leaders visit U.S. navy’s newest aircraft carrier

Military leaders and government officials from France, Germany, and the Netherlands visited the first-in-class aircraft carrier USS Gerald R. Ford (CVN 78), during exercise Silent Wolverine, Nov. 11, 2022.

Rear Adm. Jean-Marin D’Hebrail, deputy commander, French Navy’s Atlantic Fleet Command, Marie-Agnes Strack-Zimmermann, a chairperson of German Parliament, Gen. Eberhard Zorn, German Chief of Defence, Vice Adm. Rene Tas, head of the Royal Netherlands Navy, and other France, Germany, and the Netherlands military leaders arrived aboard the ship to observe everything that Ford has to offer to the future of Naval aviation.

11 Nov 2022 - Exercise Silent Wolverine 22

USS Gerald R. Ford (CVN 78), the U.S. Navy’s newest and most advanced aircraft carrier, will join six NATO allies for exercise Silent Wolverine in the Eastern Atlantic Ocean, Nov. 8-12, 2022. Silent Wolverine tests the first-in-class aircraft carrier capabilities through integrated high-end naval warfare scenarios alongside participating NATO allies. Exercise participants include Canada, Denmark, Germany, France, the Netherlands, Spain, and the United States.

14 Oct 2022 - Prime minister links drones over Norway to ‘hybrid threats’

“This is part of challenges from so-called ‘hybrid threats’ that can challenge preparedness and security,” Støre told news bureau NTB Friday afternoon. “We are following this closely.”

Støre also noted that the police are actively investigating drone sightings, the latest of which set off alarms Thursday night at state oil company Equinor’s huge gas processing plant at Kårstø between Haugesund and Stavanger.
