SUMMARY:
German security services were cooperating with other states and were aware of some challenges.
German top leadership was aware of some intel (Lambrecht, Scholz) from NOR, USA
There was strong cooperation and diplomatic/military exchange between allies before and after.
Data from other states indicate that this was not reserved on Germany but was wider Baltic issue.
The investigation concluded in 2023 with high probability that the UK is the rogue state actor.June´s intelligence from USA (CIA) assessed as genuine. The identity of the Nord Stream attacker was known prior to the incident.Likely the new Prime minister relaunched the same mission or just resigned it.Whistle-blowing about this by Norwegian top officials and intelligence sharing with Germany (15/09), and USA (19/09). USA later upset that Europeans did not share earlier.Sudden extensive diplomatic and military activities in the days leading up to the attack.Unknown depth of knowledge about the mission and many various anti terrorist and police actions through the Baltic sea reagon by many states hint either to incomplete knowledge, partial sharing or diversion by the rogue actor who has full operational control over the area.High-ranking German officials, including Lambrecht and Scholz, held important meeting exchanging intelligence, discussing strategis outside NATO. Due to timing, urgency, escalation, worsening security situation it was likely about the impending attack. There was notable cooperation and intelligence sharing among Germany, the US, and other allies before and after the attack. All attempts including diplomatic to deter and prevent the hybrid attack to materialized failed.Involvement from several NATO members in the cover-up.The decision to conceal the perpetrator’s identity in early stage was made jointly.Coordinated appeals for de-escalation and diffusion of tension with further downplaying of the event as a sabotage compared to armed attack hints to cover-up by key European leaders post-attack to prevent escalation between Russia and NATO.Further concealment on the European heads level at Prague summit was a joint decision mainly done by 3 Nord Stream shareholders - Germany, Netherland and France with Berlin having the final say.
Under Secretary of Defense for Policy Dr. Colin Kahl virtually met with German Federal Ministry of Defence Political Director Dr. Jasper Wieck today to reaffirm the U.S.-Germany defense relationship.
The two leaders exchanged views on the situation in Ukraine, and discussed other regional issues of shared interest between Allies. They also discussed NATO priorities and work plans for the coming months.
Wieck and Kahl expressed their commitment to deepening the U.S.-Germany defense and security relationship.
[MRT: The BIG question here is how much of the intelligence was shared?]

Relations with France are of particular importance to the Federal Government. In terms of security policy, France is the closest and most important partner in Europe. 22 Sept 2022 - FRA/GER/EU: Milestone EU defense ministers meeting
Germany and France want to further strengthen European defense. The minister and her new French counterpart Sébastien Lecornu made this clear in Berlin. Against the backdrop of the war in Ukraine, the German-French tandem has a special role to play.
[MRT: The term "Against the backdrop of the war in Ukraine" is later used by Jens Stoltenberg in explaining that Nordstream affair is not part of the Ukrainian-Russian conflict. This highlights that the perpetrator was known beforehand, that they tried to protect it, failed but later concealed the horrific truth that it was a NATO member. This is a cross-verified conclusion based on the data from other posts.]
The minister further made it clear: The next EU defense ministers' meeting, which will focus particularly on EU defense capabilities in the context of the Foreign Relations Council in November, could become a decisive milestone.
[MRT: Already here the FRA-GER stress on a non-NATO cooperation hints that the alliance is fracrtured. Such important statement is highlighted against the intel about impending risk to Baltic infrastructure. That risk is not from Russia but NATO member.]
Wednesday 21 September, Allied Joint Force Command Brunssum (JFCBS) hosted a visit by Brigadier General Mindaugas Steponavičius, Lithuania’s Deputy Chief of Defence.
[MRT: In Lithuania, Klaipeda a German led Northern coasts exercise was about to begin - see here. Data point that Germany and France may have had already some information about the threat. During this time US Naval forces located in Baltic sea suddenly withdrew - post here]

The main purpose of the visit was to exchange views on the current situation in the region and to discuss ways the Alliance might adapt to evolving challenges.
22 Sept 2022 - FIN/NATO: Ramstein Alloy now also includes the threat of air defense - Finland sends two Hornets to the exercise
In the Ramstein Alloy exercises, organized three times a year, the air forces of NATO member and partner countries practice joint operations in the Baltic Sea region. Hungary, Germany, Czech Republic, Italy, Turkey, Great Britain, Estonia, Latvia and Lithuania and Finland, whose air force is participating in the role of a partner country, are participating in the exercise.
The main role of the exercise is NATO's Deter and Defend concept, the goal of which is to jointly defend various threats during peace, crisis and war.
[MRT: And at this point the US withdraws its 61/2 Kearsarge Task Force group]
For the first time, Ramstein Alloy now includes both air- and ground-based missile systems. This time, the operation of the anti-aircraft division will be integrated into the training scenarios. The Spanish NASAMS anti-aircraft system simulates defensive operations against an attacker at the Latvian Lielvarde Air Base. Fighter pilots must practice achieving air superiority in defensive missions.

Great to meet @GermanAmbUK today. We discussed the enduring 🇬🇧 and 🇩🇪 relationship, and our shared resolve in the face of common challenges.
[MRT: What does this mean? In just three days a terrorist attack which was blamed on Russia was about to happen. Did the UK try to start a conflict of NATO with Russia?
Leo Docherty visited many countries in the Baltic states just prior to the terrorist act confirming also their resolve. Are meeting notes available? There were also other visits by UK officials to Baltic states shortly before the incident, reinforcing their resolve against perceived threats, which raises questions about their possible involvement in exacerbating tensions with Russia - separate post will be created about those many visits. They also link to perceived Estonian President´s statement about impending Russian attack on infrastructure after meeting with UK officials.]

[MRT: Scholz was in the Middle East closing agreements for LNG shipments. They would go through the UK and through other LNG terminals as Germany was dependant on pipelines.]
Chancellor Olaf Scholz (64, SPD) believes that Germany's energy supply over the winter is secure from the current perspective.
With the switch to alternative gas supply sources and the construction of LNG terminals that has begun, but also with the continued operation of coal-fired power plants and the nuclear reserve, the conditions have been created, he said on Friday at a celebration of the 25th anniversary of the IG BCE union in Hanover. "All of this has contributed to the fact that we can now say: We will get through this winter. Who would have thought that a few months ago?"

DE-ESCALATION, AVOIDING WIDENING OF THE CONFLICT
25 Sept 2022 - GER: Scholz wants to avoid escalation between Russia and NATO
After the mobilization of hundreds of thousands of Russian reservists for the war of aggression against Ukraine, Chancellor Olaf Scholz (SPD) confirmed that he wanted to avoid an escalation between Russia and NATO at all costs.
[MRT: This could be a reason for concealing the Nordstream perpetrator later and for attempts to frame the attack as a lower criticality "sabotage" versus more serious "armed attack against a Russian state" or a very costly "terrorist attack by a state".]
Germany has always supported Ukraine comprehensively, but at the same time ensured that such an escalation does not occur, said the SPD politician on the ARD “Tagesthemen”. "We will continue on exactly this path."
[MRT: Hiding that NATO member destroyed Nordstream would be just that.]
7:16 p.m.: Scholz - Staying the course even after Putin's declaration
Chancellor Olaf Scholz announces that he will stick to his course even after ordering partial Russian mobilization. If Russian President Vladimir Putin were to threaten to use nuclear weapons again, “we would say again: that is unacceptable. But at the same time, we remain on our measured, decisive course to support Ukraine and prevent an escalation of the war beyond that between Russia and Ukraine. And that's exactly how we will continue to do it," Scholz told ARD Tagesthemen according to the preliminary report. Germany will also remain on its current course when it comes to supplying weapons. It remains the case that Germany does not go it alone.
[MRT: The escalation beyond that of Ukraine is exactly what NATO and USA also tried to prevent - looks like a coordinated action described here: "094 - The USA de-escalates possible Russian nuclear response even before Nordstream is hit, NATO protect Trans-Atlantic alliance afterwards" note also Blinken´s statement here: 119 - The day before the attack on 25 Sept 2022: Blinken on a potential U.S. response to nuclear weapons | 60 Minutes Note the urgency, Blinken´s father just died this weekend yet he went to 60 minutes to deliver this important de-escalation message.]
25 Sept 2022 - GER: New command - hybrid attacks are considered the "worst case"
The commander of the Bundeswehr's new domestic command, Carsten Breuer, wants to quickly improve the ability to respond to targeted destabilization.
A "hybrid influence on Germany's security architecture, i.e. this situation in which one has to say that it is no longer quite peace, but it is not quite war either", is the "worst case"; for the command, said the lieutenant general of the German Press Agency, before the central command post was put into service on Monday in Berlin by Chancellor Olaf Scholz and Defense Minister Christine Lambrecht (both SPD).
The Ministry of Defense describes hybrid warfare as when opposing powers rely on a combination of classic military operations, economic pressure, hacker attacks on the infrastructure and propaganda in the media and social networks.
Instability arises that must be responded to. “Mastering this, across the entire spectrum, is the core of this command,” says Breuer.
In response to the changed security situation after the Russian attack in Ukraine, the Defense Minister decided to consolidate the leadership of the armed forces domestically in the new command in the Julius Leber barracks in Berlin. The Bundeswehr continues to have an operational command in Schwielowsee near Potsdam to manage foreign operations.
25 Sept 2022 - USA: POTUS: As we manage shifting geopolitical trends—the United States will

27 Sept 2022 - SWE/GER/NATO: Sweden's Prime Minister: - Probably a question of sabotage
Andersson says that on Tuesday she spoke on the phone with Danish Prime Minister Mette Frederiksen, German Chancellor Olaf Scholz and NATO Secretary General Jens Stoltenberg about the matter.
We do not speculate on motive and actor. What we can ascertain is that this is probably about sabotage, says Sweden's Minister for Foreign Affairs Ann Linde.
- Now it is important that both the EU and NATO continue to stand together. It is our most important weapon, says Linde.
27 Sept 2022 - DK: Denmark's Prime Minister on the gas leaks: - Talk about deliberate actions
Both Sweden's and Denmark's prime ministers believe the gas leaks are deliberate actions, but deny that it is an attack on the countries.
Nevertheless, the Norwegian Defense Intelligence Service assesses that there is no increased military threat to Denmark, says the Prime Minister.
Not an accident

Foreign Minister Jeppe Kofod, Defense Minister Morten Bødskov and Climate, Energy and Supply Minister Dan Jørgensen are also present at the press conference.
The nature of the leaks and their size indicate that it cannot be an accident, says Minister of Supply Dan Jørgensen.
The ministers will not say anything about what they believe is the motive behind the sabotage of the pipeline.

28 Sept 2022 - GER: Underwater Critical Infrastructure Unprotected
The threat to the underwater infrastructure was not a secret. Last week, talking with Die Welt newspaper, German Navy inspector, Admiral Jan Kaack, noted that at the bottom of the Baltic Sea and the Atlantic Ocean, there are many elements of critical infrastructure such as pipelines or underwater IT cables.
He did not make a specific reference to the sabotage of the two Nord Stream pipelines, but Kaack told the Die Welt: “There is a reason why Russian underwater or surface units are in the area of these cables.”
[MRT: This does not need to imply Russian involvement, but that Russia was ALSO aware of the threat and was known, Russia has own infrastructure, cables connecting Kaliningrad with mainland Russia to protect. Russia run several snap exercises in September - here. Russia also warner the UK, specifically London, its new prime minister Liz Tryss and ex-prime minister Boris Johnson not to go forward with threatening Russia - here. A scenario in which Russia has some partial information has high probability, other news and data point to this. Explored in other posts.]
Underwater Critical Infrastructure
The two Nord Stream pipes are part of a complex network of critical infrastructure elements on the bottom of the seas, an infrastructure which has attracted the attention of the military and of emergency planners in the civilian sector. Among the notable critical infrastructure elements on the bottom of the Baltic Sea:
· High-voltage cables such as NordBalt cable between Sweden and Lithuania
· The 1172-kilometer C-Lion connection which runs from Finland to Germany
[MRT: Note that data point that allies started to protect WRONG infrastructure and actually pulled OUT forces from Bornholm area. It is possible that the perpetrator was moving chess board pieces and had perfect operational overview about which ship was where. Note this post about SWE recognisance flights which were protecting NordBalt and C-Lion and only later switched to area near Bornholm when it was too late. But the US navy was flying its Poseidons P-8A in the correct area, especially this one on 21-09-2022.]
· Russia undersea cables, which connect St. Petersburg to the Kaliningrad region via a cable of around 1100 kilometers.
[MRT: Post about Russian anti-submarine exercises here. Looks like they were protecting them more than Nord Stream pipelines which were at the moment not delivering focusing on actual threats.]

7 Oct 2022 - FRA/CZE: LIVE: Macron Speaks at European Summit in Prague
The summit, initiated by Macron and backed by German Chancellor Olaf #Scholz, gathers 44 nations to cooperate on the key challenges facing #Europe at the moment: security, energy, climate and migration.
European leaders discussed support for Ukraine at the informal European Council in Prague as well as what to do about the high energy prices. Before that, the Federal Chancellor attended the inaugural meeting of the European Political Community.
Europe stands united during this crisis
Another important topic was energy prices, which are far too high. The European energy ministers agreed on a common emergency package last week in order to reduce the cost of energy in Europe, which will now be implemented at the national level.
The EU finance ministers have also agreed to implement the REPowerEU programme, which, according to Scholz, "is a package with which we are mobilising funds of well in excess of 200 billion euros". This will stimulate investments in the energy sector, which will ensure Europe's long-term independence from Russian energy imports. The Federal Chancellor highlighted the fact that Europe is financially strong enough to face the crisis. So far, only about one fifth of the generous funds from the major Next Generation EU programme, which was jointly adopted during the German EU Council Presidency, have been disbursed. "So," Scholz added, "we still have 600 billion euros of crisis management money available on our side.”With the addition of national funds, this 600 billion is a "huge European financial commitment to counter Putin's attempts to bring Europe to its knees through energy blackmail", the Federal Chancellor said.Security, stability, and prosperity in Europe
The purpose of the European Political Community (EPC) is to promote political dialogue and collaboration in the interest of Europe as a whole, with a view to enhancing security, stability, and prosperity on the European continent.
The event was also attended by the President of the European Council, Charles Michel, and the President of the European Commission, Ursula von der Leyen.
7 Oct 2022 - GER: Germany aims for ‘G7 plus’ global alliance to lower gas prices
Chancellor Olaf Scholz wants to cooperate with ‘friends in Japan and Korea’ instead of introducing a gas price cap.
Germany has proposed a plan to bring down gas prices by forming a buyers' alliance with energy-hungry countries in Asia to convince big exporters to lower costs.
Chancellor Olaf Scholz pitched the idea to EU leaders on the sidelines of an informal summit in Prague taking place on Thursday and Friday, three officials and diplomats told POLITICO.
Under the plan, Germany would use its presidency of the G7 group, which it holds until the end of the year, to form a global alliance to lower gas prices.
