221 - The international environmental damage control exercise Hildegård 2022


Just ONE week before 
the largest environmental damage gas leak happens
in the Baltic sea
an international environmental damage control exercise 
happens.

The scenario of detection mirrors 
what will happen one week after near Bornholm.

According to the Rescue Act, the Border Guard is responsible for rescue operations in the event of ship oil and ship chemical accidents in Finnish territorial waters and the exclusive economic zone and coordinates preparedness for such accidents.

Finland participates in international cooperation in combating marine pollution caused by oil and other harmful substances. The Copenhagen Agreement has been in force between the Nordic countries for decades, guiding Nordic cooperation in combating environmental damage in the maritime area. According to the Copenhagen Agreement, the contracting states annually practice cooperation in combating marine environmental damage.

The Finnish Border Guard will organize an international cooperation exercise within the framework of the Copenhagen Agreement in week 38 (19-23 September 2022).

The exercise will be led by the Western Finland Coast Guard. The exercise will be held in the sea area off Rauma and will involve, in addition to Border Guard units, vessels from the Navy and the Swedish Coast Guard (Kustbevakningen).

The main objectives of the exercise are:
  • Alerting international assistance
  • Implementation of shipboard oil spill response measures in open sea conditions
  • Cooperation in the maritime area.
  • In addition, training topics include managing multinational operations, cooperation with authorities, and underwater operations on a wreck. 
In a major marine environmental disaster, international cooperation and at least the support of the closest neighboring countries are always needed.

Joint exercises develop operational readiness in international response operations, as the operating models and performance capabilities of different countries become better known year by year.

The international environmental damage control exercise #Hildegård2022 has started in the sea area off Rauma.

Exercise scenario: Last weekend, the Border Guard detected a possible oil spill from a satellite image.

EXERCISE: The discharge was not detected by the patrol boat that visited the spot, but the monitoring was continued because the well-known high-risk wreck Brita Dan is located close to the spot. On Monday, a surveillance plane detected oil in the sea and it was estimated that the wreck was leaking oil #Hildegård2022

EXERCISE: The spill was not observed by the patrol that was on site, but the follow-up continued, as the known risk wreck Brita Dan is located close to the place of observation. On Monday, the surveillance flight observed oil in the sea and the assessment was made that the wreck was leaking oil #Hildegård2022 

EXERCISE: The oil spill has become significantly larger, a decision has been made to take control measures. Navyfi and @Kustbevakningen  are requested for assistance. Launching of oil booms has begun in Raumo harbour, the booms are being towed to the accident site with the coastguard's vessels #Hildegård2022

EXERCISE: VL Uisko has also lowered a heavy oil boom to the accident area and @Navyfi  oil spill vessel Hylje has arrived in the area and started preparations to lower the oil boom. #Hildegård2022 

EXERCISE: #Hildegård2022 - the exercise is over for today. In real life, the combat work would continue through the night, but the exercise continues tomorrow. 

EXERCISE: Oil control measures continue. @Kustbevakningen  ship KBV202 has arrived in the area and the guard ship Uisko and KBV202 collect oil from the sea with the ships' fixed collection equipment. #Hildegård2022

EXERCISE: The diving team has made dives on the wreck to locate the source of the oil spill.

EXERCISE: The oil fight continues. @Kustbevakningen vessel KBV202 has arrived in the area. BF Uisko and KBV202 collect oil from the sea with its fixed oil collection system.

EXERCISE: KBV202 @Kustbevakningen transfers the oil it has collected from its full tanks to the oil spill vessel Hylkee @Navyfi  to the larger tanks in order to continue collecting oil. #Hildegård2022

20 Sept 2022 - FRA/FIN: The Finnish Navy is exercising with the French

... mine countermeasures vessel Céphée in the Baltic Sea 22¬-23 September 2022 Afterwards the French vessel will moor in Turku until the 28th of September.

22 Sept 2022 - FRA/FIN: Mine countermeasures vessel Céphée trained with a Finnish naval vessel

Minesweeper Céphéé took part in the Northern Coast exercise in Lithuanian waters, after which it trained in the Baltic Sea with the Finnish Navy's mine-sweeping ship Vahterpää on September 21 and 22. After the rehearsal, Céphéé visited Turku. The purpose of the exercise was also to improve interoperability between the French and Finnish navies. In its exercises, France wants to promote freedom of movement at sea, including in disputed sea areas.

The information about the exercise is not directly related to the accident yet it is incorporated within a broader investigation of the Nord Stream pipeline incident.

The exercise highlighted international collaboration in response to marine environmental disasters ans stressed the need of international cooperation in the time of crisis.

The Timing and the Location of the exercise just one week before the Nord Stream pipeline incident raises intriguing questions about possible connections.

The location is near and over the FennoSkan energy connector.

The second energy connector NORDBALT due to maintenance of the SWEPOL was protected and under the surveillance in the critical time before the Nordstream pipeline system was attacked.
