After the attack on the Nordstream pipelines a news came out that there was a warning from USA to a couple of European countries. (131)
On one hand reports say that it was a "strategic warning" and it was exactly about the threat against both NordStream pipelines but then those same reports say that it was a vague and non specific nature. This is a bit contradictory as a "strategic" means rather specific. Warning would not be made if it was just some rumors and criticality would be low. The time of the warning is not specified and time when attacks should occurred is also not mentioned.
Was the warning meant to increase general awareness rather than to provide actionable intelligence for immediate defensive measures? Or was there more in it?
It is possible that the news reported the warning as "vague" for several reasons:
Protecting Intelligence Sources and Methods: To safeguard how the intelligence was gathered, which might include sensitive human sources or technical means that could be compromised if too much detail was shared publicly.
Hidden Depth in Communication: There might have been more detailed communications between intelligence agencies or governments behind closed doors. Official public statements often differ from the depth of information shared in secure, diplomatic channels.

A first option is that the attacks could have been carried out as an underwater operation using advanced submarine technology. This implies that we are looking at a state and its navy. Although the attacks took place outside the territorial waters of the Nato members Denmark and Sweden, they could be interpreted as an act of war. It is supported by a lot of data (019, 056, 069, 077, 118, 144, 145, 146)
The second scenario is an operation launched from a privately owned surface vessel, such as a fishing boat being used as a platform for divers or submersibles to place explosives. In this case, the attack vessel was hiding in everyday maritime traffic.

There is another expert opinion available from after blasts. Former mine clearance diver of the French Navy Philippe Chêne talks about Nordstream and explains: This sabotage bears the mark of a military attack, and again: “ not all navies have the necessary skills”. Similar to the statement to Swedish investigator he notes: “Some nations have midget submarines with combat swimmers. These are small submarines with a crew of just a few men. They can be launched from a mother submarine to hit their target. They can deposit loads at this depth. But combat divers do not escape the laws of underwater pressure. Beyond 50 m depth, dives become very complicated in terms of safety." He also explores other possible trajectories like Underwater drone, Underwater Robot, Mobil mines, Magnetic torpedo, and Trapped piston used in so called "pigging". (008, 093, 099)
Norway is experiencing a difficult situation because of the high for its export. Price of domestic electricity in southern part of Norway is very high due to demand from Europe.
On June 5, 2022 - NOR: Norway calls off gas strikes that risked UK supply. The UK imports about 50% of its gas and Norway is its biggest supplier making up 77% of imports, ONS data shows. The Department for Business said: "We have one of the most reliable and diverse energy systems in the world, with access to our own North Sea gas reserves, and the second largest LNG port infrastructure in Europe."

The NATO BALTOPS exercise was held between June 5 - June 17, 2022. Note that the exercise precedes the planned Nord Stream AG and Nord Stream 2 AG planned Maintenance works which are conducted usually by 3rd party companies to assess internal and external integrity. It is important for re-insurers, to help to make sure there are no issues with pipelines. Exact details are not known. data are usually compared to previous years. It is possible that under the guise of NATO exercises and maritime surveillance, UK Special Forces began mapping the Baltic Sea routes, gathering data on the pipeline's vulnerabilities. The UK's navy has such capabilities, including submarines and divers, which could be discreetly positioned to assess and plan for potential sabotage. This could have been done with such secrecy that even allies were unaware of the full extent of UK's intentions. It is possible that some of such activities were discovered by US Navy, confirmed by CIA and then shared with key allies in secrecy due to sensitivity.
Minister-level training
Last winter and spring, a series of multinational military exercises have taken place in the Nordics, while training about political and military crisis management for defense ministers and lead defense representatives is hardly ever mentioned.
“We must be fully ready to react swiftly and efficiently in case of a crisis or threats against our countries. It is important that we constantly work together with our allied and close partners to strengthen our cooperation, not least in the current security policy situation”, Danish Defense Minister Morten Bødskov (S) says in a press statement.
The goal of the exercise was to practice the rapid reaction force’s handling of an escalating crisis, and that in a way that support NATO’s role.
“We are in the middle of a critical time for European and international security and the coming together and discussing issues of mutual interest, as well as demonstrating unity, is essential” says Norwegian Defense Minister Bjørn Arild Gram (Center Party) in a press statement.
“Both the meeting and the exercise has shown that our countries are capable and willing to work together to face joint security threats and challenges in our region”, Gram adds."

THE TURBINES AFFAIR
Things got worse as reportedly on June 15, 2022 it was noticed that: "Another turbine was also due for maintenance in 2022 but could not be sent from Russia overseas." This was the reason why Gazprom announced it was reducing the flow through Nord Stream to 67 mmcm/d as one more turbine was taken offline, leaving only two operational turbines. Sanctions on Nord stream had unintended consequences.
At the same time anti Russian gas articles appear in the UK: June 16, 2022 "BASF subsidiary profits from Germany’s Russian gas addiction. Despite the war in Ukraine, in 2022 the chemical giant’s subsidiary Wintershall has piped €14 billion worth of Russian gas across Germany and made €400 million from its Siberian gas and oil fields.

During the time between mid September and the time of explosions on 26th of September 2022 the whole Baltic sea was lit with different police actions, surveillance flights, naval trainings, anti-terrorist drills against protecting many different assets in the area. The fact that the attack happened despite the warning suggests either the warning was not heeded sufficiently or that the attackers found a way around whatever measures were implemented. It is also possible that more attempts were done but they were not disclosed due to sensitivity. The weekend just before Monday´s blasts the security situation changed dramatically. (223, 224, 225)

Based on the vast data collected and analysed (206) it is quite clear that the CIA message about warning had several purposes. One of them was to hint that the USA gave long enough pre-warning to allies about the threat and it was their own responsibility to take care of their energy artery, something they failed. The US Navy Task Force left the Baltic sea on 22nd of September, just a four days before explosions. (111) leaving behind one ship (178) to keep an eye on Russian enclave Kaliningrad (175).

Note that Sy Hersh´s hypothesis has named the flight of the naval P-8A from 26th of September as the one which dropped some buoy which triggered explosions. The analysis has shown that this particular flight got into the area only after the first explosion and was not thus involved in the incident.
It is important to note on this occasion that Norway who has also vast undersea pipelines infrastructure has ordered and deployed from the USA Poseidon ASW planes to protect and monitor own assets.

Report for the EU from June 2022 with name: "IN-DEPTH ANALYSIS - Security threats to undersea communications cables and infrastructure – consequences for the EU" (089) This paper was requested by the European Parliament's sub-committee on Security and Defence (SEDE).
The report states that to prevent attacks is very difficult and requires a combination of surface, undersea surveillance as well as mine-hunting activities to detect threats. The report specifically notes a danger from malicious activities under the threshold of armed conflict. Note that Christian Bueger - Professor of International Relations specialised in maritime security and ocean governance at University of Copenhagen and the main author of the report hints to two main scenarios which may have happened in his article from after explosions.

The interesting information comes from the flights of Poseidon P-8A which are the main anti-submarine detection tool. Their presence from between 21st September to 26th September hints to the USA looking at the threat or trying to detect it. (181)

Note that Norway was already pumping at maximum and many contract re long term. There were speculations about Norway being involved in sabotage but data do not support this view. "The biggest naval exercise of the year in the Baltic Sea begins this weekend, where over 45 ships from 14 NATO countries train together. Denmark participates with ships and a specialized mine clearance unit. The Swedish Navy is participating this year with the diving ship Søløven, two ships from the mine clearance force and a team from the mine divers"

On June 9, 2022 BALTOPS: "The ships operate in the waters off Simrishamn in southern Sweden", says the head of MCM DNK, Captain Lieutenant Christian Skov Nielsen from his headquarters, which is set up in the Swedish exercise area Ravlunda, close to Simris. The minesweepers are getting ready to launch the drone and search the seabed. Denmark is not alone in demining off Simrishamn. Units from Belgium, France, Norway and the USA are also deployed.

On June 14, 2022 BALTOPS 22: A Perfect Opportunity for Research and Resting New Technology. Experimentation was conducted off the coast of Bornholm, Denmark, with participants from Naval Information Warfare Center Pacific, Naval Undersea Warfare Center Newport, and Mine Warfare Readiness and Effectiveness Measuring all under the direction of U.S. 6th Fleet Task Force 68.

On June 24, 2022 Baltic Sea maneuvers: After BALTOPS is before BALTOPS. The fact that Russia is observing NATO forces during such an extensive maneuver with its own fleet movements is consistent with behavior that has been known for years. “It is completely normal for this time of year, and especially parallel to BALTOPS, that the Russian Navy also holds maneuvers,” said Admiral Lenksi. “So there can be no talk of Russian saber rattling in the Baltic Sea at the moment, especially since Russia is also a Baltic Sea neighbor. And we want the Russian Navy to see that NATO is a strong alliance.”
Note that after BALTOPS is finished on June 17th in 24 days after on July 11, 2022 Russia shuts down Nord Stream for repairs, 10 d, starting 11th of July. "Russia has reduced Nord Stream gas exports to Europe as the pipeline enters a scheduled 10-day maintenance period." The typical check-up includes internal and external checkups (022). It could be very risky to place explosions before this date so the "window of opportunity" for placing explosives was rather after July 11th and not during BALTOPS as Hersh´s claim states (121).

On 15 - 18 June 2022 Chief of Naval Operations Visits Kiel to attend BALTOPS, Meets with Navy and Government Leaders. NATO Chief of Naval Operations (CNO) Adm. Mike Gilday traveled to Kiel, Germany, June 15-18, for the conclusion of BALTOPS 22. In its 51st iteration, BALTOPS is an annual coordinated exercise that reinforces interoperability with Allies and partners and provides collective maritime security in the Baltic Sea. Gilday visited the guided-missile destroyer USS Porter (DDG 78) at sea during the final days of the exercise.

Was it during this time and on these meetings that the US warning was shared with Germany?
Based on increased activity in middle of September, surveillance flights, meetings (222) and other government actions it does look like they knew (118) about a naval threat to its energy security (224) and security in general (223). But they were not alone (179, 225).
THE ORIGIN OF THE WARNING
Covert No-Failure-Allowed Critical Operations require proper planning with preparation of each detail. There had to be some checking of future possible best places for the operation. Some mapping had to be done in the past or close to the explosion date. It is known that it was a complex operation done by a state with significant resources and knowledge as Mats Ljungqist stated. (214)
It is possible that under the guise of NATO exercises and maritime surveillance, UK Special Forces began mapping the Baltic Sea routes, gathering data on the pipeline's vulnerabilities. The UK's navy has such capabilities, including submarines and divers, which could be discreetly positioned to assess and plan for potential sabotage. This could have been done with such secrecy that even allies were unaware of the full extent of UK's intentions. It is possible that some of such activities were discovered by US Navy, confirmed by CIA and then shared with key allies in secrecy due to sensitivity.
If this logic is correct the the plan was already at advance stage and not just on drawing board. Note that the purchase of Poseidon planes by Norway and Germany was accelerated by real needs. (159, 163)

"But until the last day of my tenure, no company built an LNG terminal in Germany because there was no importer who would have booked long-term capacities in advance because of the high price."

Minister-level training
Last winter and spring, a series of multinational military exercises have taken place in the Nordics, while training about political and military crisis management for defense ministers and lead defense representatives is hardly ever mentioned.
“We must be fully ready to react swiftly and efficiently in case of a crisis or threats against our countries. It is important that we constantly work together with our allied and close partners to strengthen our cooperation, not least in the current security policy situation”, Danish Defense Minister Morten Bødskov (S) says in a press statement.
The goal of the exercise was to practice the rapid reaction force’s handling of an escalating crisis, and that in a way that support NATO’s role.
“We are in the middle of a critical time for European and international security and the coming together and discussing issues of mutual interest, as well as demonstrating unity, is essential” says Norwegian Defense Minister Bjørn Arild Gram (Center Party) in a press statement.
“Both the meeting and the exercise has shown that our countries are capable and willing to work together to face joint security threats and challenges in our region”, Gram adds."

The JEF is an example of NATO’s Framework Nations Concept (FNC), established at the Wales Summit in 2014 to encourage multinational groups within the alliance to develop deployable capabilities, led by a “framework nation.”
The United Kingdom’s intent to form the JEF was originally declared in a 2012 speech by then chief of the defense staff, General Sir David Richards: “The JEF will be of variable size; a framework into which others fit.” It was conceived and “designed to meet our NATO obligations,” based on the experience of Libya, where “Jordan, Qatar and the United Arab Emirates were able to play a vital role by bringing their regional expertise into the command structure of a NATO operation.”
