SKY NEWS AND NNA UKRAININE INTERVIEW JENS STOLTENBERG
THEY ASK NATO REACTION IN CASE OF DIRTY BOMB EVENT OVER CRIMEAN BRIDGE (213208)

On 13 Oct 2022 - NATO: Press conference - by NATO Secretary General Jens Stoltenberg following the meetings of NATO Defence Ministers
"This morning, Allies had the regular meeting of the Nuclear Planning Group.
It is important we continue to consult and coordinate on nuclear issues.
President Putin’s nuclear rhetoric is dangerous and irresponsible."

"We take these threats seriously."
"And we remain vigilant."
"We will not be intimidated."
"Any use of nuclear weapons would fundamentally change the nature of the conflict, and have severe consequences."
"Russia knows that a nuclear war cannot be won and must never be fought."

Allies were updated on NATO’s long-planned deterrence exercise Steadfast Noon, which starts next week. This is routine annual training, to ensure NATO’s nuclear capabilities remain safe, secure and effective. NATO’s nuclear deterrence preserves peace, prevents coercion and deters aggression.
Ministers also reviewed our progress on strengthening NATO’s deterrence and defence.
Deborah Haynes (Sky News): Thank you very much. Thank you, Secretary General. The French President has said that France would not retaliate with nuclear weapons should Russia launch a nuclear strike against Ukraine or in the region. Would NATO consider a nuclear response to such an attack? And is France undermining Western deterrence by unilaterally ruling out a nuclear response?
NATO Secretary General Jens Stoltenberg: The fundamental purpose of NATO's nuclear deterrent is to preserve peace and deter aggression, and prevent coercion against NATO Allies.
The circumstances in which NATO might have to use nuclear weapons are extremely remote.
Russia's nuclear rhetoric is dangerous, reckless. And they know that if they use nuclear weapon against Ukraine, it will have severe consequences. And they also know that a nuclear war cannot be won and should never be fought.

Dmytro Shkurko (National News Agency of Ukraine): Thank you. National News Agency of Ukraine, Dmytro Shkurko. Secretary General, you just mentioned that the exercises you will held next week will be routine one. But would you consider some kind of scenario, taking into account the Russian rhetoric, because right now they are threatening to blow up by the nuclear weapons the Ukrainian bridges. But that means the contamination of soils and waters. This is dangerous not only for Ukraine, for Russia, and also for Europe. Could that kind of development trigger the Article 5? Thanks.
NATO Secretary General: The Steadfast Noon exercise is a long-planned exercise. It’s an annual exercise. It was planned before the invasion of Ukraine and we have been transparent on this. And the purpose of that exercise is to ensure that our nuclear deterrent is safe, secure and effective. And this is to prevent coercion. It is to prevent an attack on a NATO Ally. It is to preserve peace. Because we know that our nuclear deterrent is our ultimate deterrence. Deterrence is the way to prevent any attack on a NATO Ally and to preserve peace. And we have demonstrated that NATO's nuclear deterrent is effective and works. We have done that for decades.
Then, you ask me questions actually about two different things. Because one thing is an attack on NATO Allies. Then, we will, of course, we will trigger Article 5. But when it comes to Ukraine, NATO is not party to the conflict. But we support Ukraine in defending themselves. Ukraine is a close partner. We have been supporting Ukraine for many years. NATO Allies have trained and equipped the Ukrainian forces since 2014. And of course, after the invasion in February, Allies have stepped up. And over the last months and weeks, we have further delivered further and even more advanced systems to help Ukraine protect themselves against the brutality of the Russian military forces.

RED HERRINGS ON THE EAST - TURK STREAM (031097099)

On 13 Oct 2022 - RU: Saboteurs caught plotting attack on TurkStream pipeline — Kremlin
Dmitry Peskov stressed that "this is an attempt on a route that remains in a functional state, fully loaded, running like clockwork"

DEFINITION INTERNATIONAL TERRORISM (046154164165208209210214)

On 13 Oct 2022 Russia detains saboteurs trying to blow up TurkStream
A Russian-Turkish project has been subjected to sabotage as attacks continue on Russia's energy infrastructure.
The Russian authorities have detained several saboteurs as they were trying to sabotage and blow up a part of the TurkStream pipeline that is on Russian territory, Kremlin spokesperson Dmitry Peskov said on Thursday.
"Saboteurs were taken, several people were detained - they wanted to blow up [TurkSteam] on our territory, on land," Peskov told reporters. The pipeline starts in the Russian Krasnodar region.
"Moscow does not have the habit of shooting itself in the leg", Peskov added, dismissing remarks made by Ukrainian President Volodymyr Zelensky, who said Russia was planning on sabotaging its infrastructure of gas pipelines.
"We do not tend to shoot ourselves in the leg," Peskov underlined.
According to Kremlin spokesman Dmitry Peskov, the TurkStream gas pipeline would not replace the Nord Streams because they have different capacities.
Investigators from Russia's Federal Security Service (FSB) later started a criminal investigation into the blasts as an act of international terrorism.
"There is no doubt that this is an act of international terrorism, the purpose of which is to undermine the energy security of the entire continent," Putin told the Russian Energy Week in Moscow on Wednesday.
Putin previously accused the West of being behind the damage to the Nord Stream pipelines. He said it had already "practically begun to destroy shared European energy infrastructure," stressing that "it is obvious to all who is profiting from this."

PUTIN ON RUSSIAN GERMAN RELATIONS (191199125172198208)
CHOICE BETWEEN ALLIED COMMITMENT OVER NATIONAL INERESTS
IMPLICITLY: GERMANY HAS DECIDED TO CONCEAL PERPETRATORS FOR NATO FRAGMENTATION AND CONTINUITY

On 14 Oct 2022 Vladimir Putin answered media questions. Pavel Zarubin, Rossiya TV channel.:
"You are an expert on Germany. How can you explain what is happening, and how will this affect Russia-Germany relations in the future? Thank you.
Vladimir Putin: "This is the choice of the people who legally came to power in a particular country, Germany in this case. They must decide themselves what is more important for them – to fulfil allied commitments, as they understand them, or to ensure the interests of their own people, their national interests."
"Judging by what you said, in this case the Federal Republic has prioritised its allied commitments in NATO. Is this right or wrong? I think this is a mistake, and businesses, the economy, and the people of Germany are paying for it because it has adverse economic consequences for the Eurozone in general and the Federal Republic in particular."
"However, it looks like hardly anyone takes into account its interests or else the Nord Stream 1 and Nord Stream 2 would not have been detonated. Although they were not operational, they still provided an element of reliability – they could be switched on in the worst-case scenario. But this is no longer possible. Although there is a line that still seems to be in working condition, as I said in Moscow, but a decision has not been made and is unlikely to be made. But this is no longer up to us. This is up to our partners."

PUTIN WARNS OF GLOBAL CATASTROPHE (208)
ALL TARGETS FOR RETALIATION WERE ALREADY HIT
IS DIRTY BOMB OVER UKRAINE A PRETEXT TO INJECT WESTERN PROTECTION?

On 14 Oct 2022 Putin warns of ‘global catastrophe’ if Nato troops clash with Russian forces
The Russian leader also claims he does not regret the invasion of Ukraine
He said a total of 222,000 reservists would be called-up, down from the 300,000 figure initially quoted by the defence ministry when the order was announced last month.
In total, 33,000 of them are already in military units and 16,000 are involved in combat, Mr Putin said.
Asked about the war expanding to become a direct clash between Russian and Nato troops, Putin said: “The introduction of troops into a direct confrontation with the Russian army is a very dangerous step that could lead to a global catastrophe."
He added: “I hope that those who speak of this have enough sense not to take such steps.”
There have been growing fears that the war could escalate and claims it could even become a nuclear conflict. Putin also claimed that there was “no need” for further “massive strikes” on Ukraine, due to the fact that the majority of so-called designated targets had been hit.

TRUSS´S HANDWRITING TELLS DRAMA (032, 081)

On 14 Oct 2022 - UK: Liz Truss’s handwriting ‘tells us everything is a drama’
Ms Truss’s extravagant signature on a letter to Mr Kwarteng also raised many eyebrows.
"The looping handwriting was notably different to Ms Truss’s signature in 2020, which had a more muted approach. Handwriting expert Tracey Trussell, speaking on behalf of family history brand Findmypast, has analysed the two scrawlings. She told Metro.co.uk: ‘Her signature today is much less contrived and showcasing mixed messages. ‘Her surname Truss remains vertical (and the letter size diminishes), so she’s trying to convey an air of cool, poised, unflappable impartiality and diplomacy."
‘However, her Christian name continues to reveal unfulfilled aspirations. It is freer, wilder, bent on a mission. It is also strongly inclined – falling forwards – revealing her knee-jerk tendency to act first and think after.’ Ms Trussell suggested that the extravagant signature could in fact signal a sign of imposter syndrome."

TRUSS WARNED ABOUT THE STORM BEFORE NORDSTREAM WAS ATTACKED (042)

On 14 Oct 2022 Guardian: Was that it? Eight-minute Liz Truss press conference will not steady ship
Truss said that the corporation tax rise planned by Rishi Sunak, that she campaigned to abandon during the Tory leadership campaign, would go ahead anyway. She said this was in response to the fact that her mini-budget “went further and faster than markets were expecting”. (Until Friday she has implied that global factors, not the mini-budget, were mainly to blame for the recent market turmoil.)
But then she tried to explain that she was being consistent with the mission she set out during the leadership contest (boosting growth), even though it was obvious that her strategy had gone up in flames. And – crucially – she failed to explain why, if the chancellor had to go, she should not quit too.
In so far as she did have an answer to this, it was that she was “absolutely determined to see through what I have promised, to deliver: a higher-growth, more prosperous United Kingdom, to see us through the storm we face”.

"You know, nothing's impossible," Miller said in an in a Russian television interview Sunday, when asked about whether the supplies Russia ordinarily delivers via Nord Stream can be redirected via Turkey-based infrastructure. "We're talking about those volumes which we have lost thanks to the acts of international terrorism against the Nord Stream pipelines, so these can be significant volumes," he said.
"I'd like to remind you that we have the experience of preparing for the implementation of the South Stream project, which was originally planned to have a capacity of 63 billion cubic meters [per year]. Therefore, if we're talking even about the technical documentation for the development of the route, for South Stream - all this was already done at one time," Miller added.

FIRST CABLE INCIDENT, FRENCH CABLES CUT (
021)

On 17 - 18 Oct 2022 - FRA: Sabotage of fiber optic cable near Aix-en-Provence disrupts global Internet
On the night of Monday 17 to Tuesday 18 October, at around three in the morning, a segment of the backbone fibre carrying the Western Internet from northern Europe to Marseille was cut near Aix-en-Provence.
The incident report from Netcost Security specifies that "the cutting of a major cable in the South of France impacted connectivity in Asia, Europe, the United States, and potentially other regions of the world". Indeed, the damaged terrestrial cables in Aix-en-Provence are connected to other submarine cables located in Marseille, the starting point of large Internet nodes connecting Europe to Asia and Africa.

LEGAL PAPER ABOUT DEFINITION OF NORDSTREAM ATTACK (030210164214)

On 18 Oct 2022 - LEGAL: Are sabotage of submarine pipelines an ‘armed attack’ triggering a right to self-defence? A main difficulty in situations such as the damage on the NordStream pipelines, is that the State invoking the right to self-defence bears the burden of proving the facts showing the existence of such an attack against it by a particular State (International Court of Justice (‘ICJ’), Oil Platforms (2003), [51]). In this connection, generic announcements that an attack or other incident will take place prior to the explosions are insufficient evidence to support that any subsequent attack is the work of the State making such public statements (Oil Platforms, [60]).
An ‘Armed Attack’ against Whom? According to the ICJ in Military and Paramilitary Activities in and Against Nicaragua (1986) [191], as well as in Oil Platforms [51], an ‘armed attack’ involves ‘the most grave forms of the use of force’. ‘Other less grave forms’ of use of force do not meet this threshold. In Nicaragua, the Court had considered the distinction between an ‘armed attack’ and mere ‘frontier incidents’, and relied on the following criteria to draw this distinction: the ‘scale and effects’ of the attack [195], and the ‘circumstances and motivations’ of the attack [231]. The ‘scale and effects’ criterion is particularly relevant for assessing whether blowing-up major transboundary pipelines may constitute an ‘armed attack’. However, whether attacks on pipelines on the continental shelf and the EEZ as well as on the high seas, would constitute ‘the most grave form’ of use of force qualifying as an ‘armed attack’ against a particular State (or States) is not straightforward.
Separately, although pipelines do not have flags, like vessels, they are owned and operated by companies incorporated in some State jurisdiction.
The question arises whether States in whose jurisdiction the company that owns and/operates the pipeline are incorporated may be the victim of an ‘armed attack’ against the pipeline, giving rise to its right to self-defence. In the case of NordStream, this would be Switzerland.

NEXT FRICTION POINT AND REASON FOR ESCALATION?
SHIFTING GAS DELIVERIES THROUGH TURKEY

On 18 Oct 2022 - RU: Moscow Plans to Shift EU Export Routes to Turkey
Gazprom wants to rearrange its natural gas pipeline transit routes to Europe through Turkey after the two Nord Stream pipelines were damaged...
...If the plans materialize, it could bolster Turkey’s ambitions to become a significant regional gas hub.
Russian President Vladimir Putin floated the idea to expand the capacity of the Turk Stream offshore gas pipeline to Turkey on Oct. 12 with a view to redirect volumes to Europe from the damaged Nord Stream pipelines. Turkish leader Recep Tayyip Erdogan then instructed the government to immediately begin technical studies.
Gazprom has said it would no longer build pipeline infrastructure inside the EU following the cancellation of the South Stream project in 2014 due to opposition from Bulgaria and Brussels. Turk Stream, the project that eventually replaced South Stream, did not involve any Russia-financed capacity construction in the EU, only in non-EU Serbia. Gazprom floated the idea of selling their gas on the Russian border instead of directly in the EU through a trading department set up in St. Petersburg in 2018. It also launched its Electronic Sales Platform where it sold spot gas to European players from various interconnection points.
Gazprom CEO Alexei Miller said last week during the Russian Energy Week conference in Moscow that the new transit through Turkey could fully replace the lost Nord Stream capacity, potentially alluding that Gazprom intends to increase Turk Stream capacity even further than the planned 63 Bcm/yr.
Putin said Europe must make it clear that it needs the gas from an expanded Turk Stream before Moscow starts investments.
The Kremlin has already threatened to impose blocking sanctions on Ukrainian gas company Naftogaz, which would mean a stop to Ukrainian transit volumes.

LONDON DEFENCE AND SECURITY LECTURE
MAXIMALIST APPROACH TO THE MILITARY INSTRUMENT
THE SHIFT INTO STATE BASED COMPETITION
RUSSIA MOST ACTUTE THREAT TO THE UNITED KINGDOM
CENTRALTY OF NUCLER DETERRENCE AND COLLECTIVE SECURITY
INTEREST BEST SERVED BY INDIRECT APPLICATION OF POWER

On 19 Oct 2022 UK Chief of the Defence Staff Lord Mayor of London Defence & Security Lecture
"The role of the United Kingdom Armed Forces, even with a war in Europe, is more than just focusing on defending the nation. It is about a maximalist approach to the military instrument. Using our power and influence in all its guises: both to further our security and prosperity. But especially – when we get it right – to add to the agency and authority of the British Government and the nation.
You are seeing that in our response to Ukraine...
We have the continuity of last year’s Integrated Review, the central elements of which have been borne out by recent events:
The shift from an era of counter-terrorism operations to one of state-based competition.
The acknowledgement of Russia as the most acute threat to the United Kingdom.
The centrality of nuclear deterrence and collective security...
Our approach has tended to reflect the British Way of Warfare, as described by the military theorist Sir Basil Liddell Hart almost a century ago: The belief that Britain is an expeditionary rather than a continental power.

That our interests are best served by the indirect application of power – particularly economic power - by, with and through our partners. And that we focus to ensure we provide disproportionate effect and to achieve operational advantage.

UNSCHEDULLED AND URGENT VISIT TO USA
BRITAIN MUST URGENTLY REVIEW  ITS DEFENCE
WAS LIZ TRUSS FIRED FOR BREAING NON PROLIFERATION TREATY? (096)

On 19 Oct 2022 - UK/USA: Britain must urgently review its defence in light of Putin’s nuclear threat
Defence Secretary Ben Wallace has gone to Washington, like Mr Smith in the movie, this time on unscheduled and urgent business. Three days of meetings at the Pentagon and White House will focus on the dramatic turning point in the Ukraine war and the scary possibilities of what Russia might do next.
President Biden’s top team of security and defence officials will want to know what Britain, and its European allies, plan to do next to maintain support for the Kyiv government and mitigate a range of threats across the region.
The team of Antony Blinken, Jake Sullivan and Lloyd Austin will want to know about the future shape of Britain’s security and strategic capabilities — and whether more cuts are on the way.
An urgent defence review is coming — a new version of the Integrated Review (IR) and the defence blueprint, the Defence Command Paper of last year, are to be delivered within weeks.
An update is essential: so much has changed since March 2021. The new blueprint must be more practical and less aspirational than the IR — much less of the blue skies of “the tilt to the Pacific” and more practical focus on the needs of security, resilience and defence at home and in the near neighbourhood. It must explain to a sceptical public and confused political class the real need for a workable security and strategic posture for troubled times.

BEYOND BELIEF
SPECIAL RELATIONSHIP GOES SILENT, AGAIN (023)
SENSITIVE AND SERIOUS ISSUES TO BE DISCUSSED WITH PENTAGON
SHORTLY AFTER THIS HIG LEVEL MEETING LIZ TRUSS WILL RESIGN

On 19 Oct 2022 Special Relationship goes silent. Ben Wallace, the U.K. defence secretary, made a secretive trip to Washington on Tuesday, to discuss with the Biden administration Ukrainian matters that his deputy described as “beyond belief.

On 19 Oct 2022 Ukraine war: Mysterious defence secretary trip to Washington amid fears of Russian escalation. Defence Secretary Ben Wallace is on a hastily-arranged visit to Washington to talk with his counterpart and White House officials about "shared security concerns" including Ukraine and Russia, a source and an official said.
The secretive, last-minute nature of the trip and a comment by a second defence minister, James Heappey - who said the conversations that Mr Wallace would be having on Tuesday were "beyond belief" - suggested particularly sensitive and serious issues would be discussed.
However, Foreign Secretary James Cleverly this morning sought to play down the significance of the trip.
"He will be visiting his counterpart at the Pentagon and senior figures at the White House."
"My boss, Ben Wallace, is in Washington this morning having the sort of conversations that… beyond belief really the fact we are a time when these sort of conversations are necessary."

DANISH SONAR NETWORK EXCLUDES SURFACE APPROACH
ALL BIGGER THAN CERTAIN SIZE SHIPS EXCLUDED FROM SUSPECTS (214)
STRENGTHENING OF THE SUB-SURFACE APPROACH SUSPECTION (006019177)

On 19 Oct 2022 The bottom of the sea is the Danish Defence’s blind spot: 4 possible surveillance technologies
Johannes Kidmose does not consider it improbable that an enemy vessel would be able to sabotage a submarine cable, internet cable, or gas pipeline on the bottom of the sea in Danish waters without anyone discovering it before the damage has been done.
Danish frigates have no sonars on board and are thus blind to what is happening down in the depths of the sea.
A sonar network
"From ships and shore stations all around the coast, the Danish Defence constantly scans the sea surface using coastal radars and other technologies. In addition, they use AIS signals to identify ships: According to the law, ships of a certain size must have a transponder on board, which transmits information about the ship’s name, position, etc."
"However, radar signals and radio waves do not work under the sea. But sonar does. The sonar sends out a sound, and with the help of the echo that returns, it can paint a picture of what is happening in the area."
“Sonars are most accurate on a submarine if you need to examine the seabed. Those on-board ships are also more accurate than those dipped from a helicopter. On the other hand, the helicopter can get to get to the area where submarines are suspected the fastest, so that they don’t disappear in the meantime."

UK HAS EMERGENCY: PROTECT AND SURVIVE PLAN FOR NUCLEAR ALARM

On 20 Oct 2022 - UK: Liz Truss 'obsessed with wind charts and weather forecasts because she feared nuclear fallout' in final days in office. Now it has been revealed she was warned Vladimir Putin could 'go nuclear' after Ukrainian forces blew up the road bridge connecting Russia and Crimea.

20 Oct 2022 - UK: Liz Truss spent final days as PM 'obsessed with weather amid Putin's nuclear threats'
Liz Truss became the shortest serving Prime Minister in British history but her final few days allegedly saw her focus on the weather as she feared of nuclear attack from Russia.
Liz Truss spent her final days of her historically ill-fated tenure as British Prime Minister "obsessed" with the weather forecast after Russia threatened the use of a nuclear weapon over the Black Sea.
A source told the paper she was "obsessed with the prevailing wind, watching the forecasts to see if she needed to trigger a Protect and Survive plan" - a public information campaign in the 1970s and 80s advising people how to protect themselves in a nuclear attack.

SUNAK´S 2017 PAPER
BRITAIN NEEDS TO RULE BENEATH THE WAVES
(051)

On 21 October 2022 Rishi’s right: "Britain needs to rule beneath the waves"
The Tory MP warned years ago about Britain's underwater vulnerabilities
Back in 2017, the little-known backbench MP Rishi Sunak wrote an interesting paper for Policy Exchange, warning of the vulnerability to Russian sabotage of Britain’s vital undersea infrastructure, from communications data cable to oil and gas pipelines.
As he cautioned:
"A successful large-scale attack upon UK undersea cable infrastructure, whether at sea or on land, is an existential threat to our security. The next Strategic Defence Review should specifically consider the risks to Britain’s security from attacks on its undersea cable infrastructure and ensure steps are being taken to mitigate this risk and that our maritime assets are sufficient to the task."
Thursday’s communications outage in the Shetlands Islands, apparently the accidental handiwork of a British fishing trawler, has a wider significance. Such events highlight an important point at a time when awareness of the vulnerability of our infrastructure is at an all-time high. It shows quite how much of our day-to-day existence depends on the security of a very few, fragile physical objects in places where we have limited oversight. The increasing penetration of British and Irish waters by Russian spy ships, carrying submarine vehicles explicitly designed to monitor and sever undersea cables, is rightly a cause for alarm.

ACCIDENT OR FALSE FLAG AGAINST CABLES?

On 21 Oct 2022 - FRA: Several submarine cables in the south of France were cut
Several submarine cables in the south of France were cut overnight, affecting the internet around the world. It is likely the work of Russian submarine saboteurs, but investigators have so far found no evidence of the country’s involvement in the damage. At least three fiber optic cables were cut in southern France on Wednesday evening, October 19, slowing internet access for users in Europe, Asia, and the US. Cloud companies promptly repaired the highway.
According to a report by cloud security company Zscaler, the unexpected cable damage resulted in packet loss and increased latency for websites and applications traveling along the affected paths. The company identified three faulty circuits: Marseille-Lyon, Marseille-Milan and Marseille-Barcelona. Zscaler made adjustments to internet traffic routing where possible to mitigate the issue. Search operations to identify damaged sections of the submarine cable are still ongoing.

FAIL OF GLOBAL BRITAIN (043044197)

On 24 - 25 Oct 2022 - JEF: ‘Global Britain’ and security in the near abroad Leadership through flexilateralism?
While there has been an increased focus and optimism within the defence ministries of the JEF states as to JEF’s potential contribution to European security, it is interesting to note that following the 2022 sabotage actions against the Nord Stream pipelines in the Baltic Sea, the opportunity to coordinate and act within a JEF frame was not taken.
One of the perceived benefits of JEF is that it is envisioned to be used in support to NATO in operations that fall below the Article 5 threshold. However, whereas the investigation of the explosions and patrolling the area could have been a low-hanging fruit for a JEF operation, the JEF states decided instead to act within a NATO framework, possibly to not exclude Germany from the process of dealing with the situation...
In addition to the above, the UK has also intensified its bi- and minilateral collaboration with Nordic and Baltic states in recent years – including bilaterally with Finland and Sweden following their decision to apply for NATO membership. All these initiatives could be seen to play into the UK’s attempt to define itself as an actor in the Northern region and to maintain its status as a European great power and key player in the region.

On 25 Oct 2022 - INSURANCE: Nord Stream 1’s insurers and reinsurers are grappling with how to respond to hundreds of millions of dollars in potential claims
Nord Stream 1’s major shareholder, with a 51% stake, is a subsidiary of Russian energy group Gazprom. This company is subject to US, UK, and Canada sanctions, as well as certain restrictions by the European Union.
Two sources claimed that renewal of Nord Stream 1 coverage by Lloyd’s syndicates could be difficult due to tighter sanctions against Gazprom. This would prevent claims from being paid.
Lawyers said that Nord Stream’s insurance companies will need to prove their policy doesn’t cover the damage from the blasts to avoid any claims.
A Western state actor could be held responsible for the damage, which might be classified as an act of terror. One source suggested that insurance might cover it.
If Russia is implicated, however, insurance companies could claim it was “self-sabotage” since Gazprom is majority state-owned.

VALADAI INTERNATIONAL DISCUSSION CLUB MEETING
PAN EUROPEAN PIPELINE IS BLOWN UP AND EUROPEANS ARE SILENT

On 27 Oct 2022 - RU: Valdai International Discussion Club meeting
Putin: "Of course, Europe is protecting its interests, especially in the economy, but then again it is doing so half-heartedly. There go the gas pipeline explosions. These are not our pipelines; these are pan-European pipelines. Five European companies are part of Nord Stream 1. So what? Everyone is keeping quiet, as if it is business as usual. They even have the nerve to suggest that Russia blew it up. Russia blew itself up. Have they lost their senses or what? No, they keep doing this."
Gazprom published photos from 2016 showing, I think, a US-made explosive device under the gas pipeline system. They claimed they lost it during exercises. They lost an explosive device so conveniently that it slipped right under the pipeline. I think the purpose of the device was to destroy underwater mines.

Prior to requesting this meeting, Russia has levelled allegations against Ukraine for developing and planning to detonate a “dirty bomb” on its own territory, with the aim of accusing Russia of launching a tactical nuclear weapon attack. (A dirty bomb is a weapon comprised of radioactive materials mixed with conventional explosives.) International Atomic Energy Agency (IAEA) Director General Rafael Grossi is the anticipated briefer. Ukraine is expected to participate under rule 37 of the Council’s provisional rules of procedure.

IAEA MISSION TO CHECK AND SECURE DIRTY BOMB
(096)

On 28 Oct 2022 - UA: Ukraine invites IAEA inspectors to verify nuclear materials
The International Atomic Energy Agency (IAEA) is sending inspectors to two locations in Ukraine to carry out a safeguards check that there are no undeclared nuclear activities and material. The checks are to take place at the request of Ukraine as it rejects allegations made by Russia.
Russia has alleged that it had intelligence of a Ukrainian plot to use a "dirty bomb", using radioactive material. Ukraine has rejected the accusation and invited the IAEA inspectors to visit its locations to confirm that there is no nuclear material unaccounted for.
Moscow’s ambassador to the United Nations, Vassily Nebenzia, wrote to UN Secretary General Antonio Guterres, urging him "to do everything in his power to prevent the use of a dirty bomb which Russia would regard as an act of nuclear terrorism".

IN MONTH BELGIUM WILL STOP EXPORT OF IMPORTANT TECH FOR UK´S NUCLEAR DETERENCE (039096)

On 28 Oct 2022 - UK: How Powerful Are UK Nuclear Weapons?
The UK has come closest to creating a minimum nuclear deterrence. The UK possesses 225 nuclear warheads, 120 of which may be deployed aboard four Vanguard-class nuclear-powered ballistic missile submarines (SSBNs). This estimate is based on public information on the British nuclear arsenal, talks with UK officials, and nuclear forces structure analysis. The UK’s only nuclear platform and delivery system are SSBNs with 16 missile tubes.
In 1980, the Polaris program was discontinued and replaced with the Trident program. The Trident program’s headquarters are located at the Clyde Naval Base in Faslane. Even though it has its independent nuclear deterrent, the United Kingdom produces and maintains the missiles that make up Trident. While the United Kingdom is responsible for constructing the Vanguard submarines, the United States is in charge of missile production.

As per the Defence Ministry’s theory, The preparation for the attack on the Black Sea fleet, which the agency labels as “a terrorist attack,” as well as the training for Ukraine’s servicemen was conducted by “British specialists, stationed in Ochakiv, the Mykolaiv region,” reads the statement.
“As per the information we have, the representatives of UK’s navy have also taken part in planning, supplying, and executing the terrorist attack in the Baltic Sea on 26 September when Nord Stream 1 and 2 pipelines exploded,” reads the statement.

INSURANCE (015)

On 31 Oct 2022 - INSURANCE: Nord Stream insurance position unclear following major explosions
The lack of clarity surrounding responsibility for the explosions that impacted both Nord Stream pipelines last month has left the insurance position in limbo. Should the insurance not be renewed, any prospect of repair for the pipeline and the recommencement of gas supplies via the pipeline to Europe would become more unlikely than they are already.
