A Russian-Turkish project has been subjected to sabotage as attacks continue on Russia's energy infrastructure.
The Russian authorities have detained several saboteurs as they were trying to sabotage and blow up a part of the TurkStream pipeline that is on Russian territory, Kremlin spokesperson Dmitry Peskov said on Thursday.
"Saboteurs were taken, several people were detained - they wanted to blow up [TurkSteam] on our territory, on land," Peskov told reporters. The pipeline starts in the Russian Krasnodar region.
"Moscow does not have the habit of shooting itself in the leg", Peskov added, dismissing remarks made by Ukrainian President Volodymyr Zelensky, who said Russia was planning on sabotaging its infrastructure of gas pipelines.
"We do not tend to shoot ourselves in the leg," Peskov underlined.
According to Kremlin spokesman Dmitry Peskov, the TurkStream gas pipeline would not replace the Nord Streams because they have different capacities.
Investigators from Russia's Federal Security Service (FSB) later started a criminal investigation into the blasts as an act of international terrorism.
"There is no doubt that this is an act of international terrorism, the purpose of which is to undermine the energy security of the entire continent," Putin told the Russian Energy Week in Moscow on Wednesday.
Putin previously accused the West of being behind the damage to the Nord Stream pipelines. He said it had already "practically begun to destroy shared European energy infrastructure," stressing that "it is obvious to all who is profiting from this."

Sailors and Marines assigned to the Kearsarge Amphibious Ready Group (ARG) returned home to Norfolk and Virginia Beach, Virginia after completing a seven-month deployment in the Sixth Fleet area of operations, Oct. 13.
“From March to September of this year, we safely executed more than 12 major exercises and bilateral training opportunities. Together, the Kearsarge ARG-MEU operated alongside NATO Allies and partners in port and underway demonstrating solidarity, maintaining a high level of readiness, and preserving security and stability in our operating regions..."
While operating in the Baltic region, Kearsarge and the Whidbey Island-class dock landing ship USS Gunston Hall (LSD 44) participated in an Estonian-led exercise, Hedgehog (Siil) 22 with Estonian Defense Forces and forces from Task Group 61/2.4 and the NATO-led exercise, Neptune Shield which incorporate 18 NATO Allies and partners working together through multiple domains throughout the European continent and waters.
In June, Kearsarge and Gunston Hall participated in the joint, annual multinational exercise, Baltic Operations (BALTOPS) 22 designed to enhance interoperability, capability, and demonstrate cohesion among Allied and Partner forces in defending the Baltic Sea region.
The Kearsarge ARG-MEU team returned to the Baltic region as a combined force to continue strengthening relationships and partnerships. Through rapid planning, coordination, and execution, the ARG-MEU team successfully completed bilateral training events with Finland, Sweden, and Standing NATO Maritime Group (SNMG) 1 during the months of August and September.

A main difficulty in situations such as the damage on the NordStream pipelines, is that the State invoking the right to self-defence bears the burden of proving the facts showing the existence of such an attack against it by a particular State (International Court of Justice (‘ICJ’), Oil Platforms (2003), [51]). In this connection, generic announcements that an attack or other incident will take place prior to the explosions are insufficient evidence to support that any subsequent attack is the work of the State making such public statements (Oil Platforms, [60]).
An ‘Armed Attack’ against Whom? According to the ICJ in Military and Paramilitary Activities in and Against Nicaragua (1986) [191], as well as in Oil Platforms [51], an ‘armed attack’ involves ‘the most grave forms of the use of force’. ‘Other less grave forms’ of use of force do not meet this threshold. In Nicaragua, the Court had considered the distinction between an ‘armed attack’ and mere ‘frontier incidents’, and relied on the following criteria to draw this distinction: the ‘scale and effects’ of the attack [195], and the ‘circumstances and motivations’ of the attack [231]. The ‘scale and effects’ criterion is particularly relevant for assessing whether blowing-up major transboundary pipelines may constitute an ‘armed attack’. However, whether attacks on pipelines on the continental shelf and the EEZ as well as on the high seas, would constitute ‘the most grave form’ of use of force qualifying as an ‘armed attack’ against a particular State (or States) is not straightforward.
Separately, although pipelines do not have flags, like vessels, they are owned and operated by companies incorporated in some State jurisdiction.
The question arises whether States in whose jurisdiction the company that owns and/operates the pipeline are incorporated may be the victim of an ‘armed attack’ against the pipeline, giving rise to its right to self-defence. In the case of NordStream, this would be Switzerland.

Russian President Vladimir Putin floated the idea to expand the capacity of the Turk Stream offshore gas pipeline to Turkey on Oct. 12 with a view to redirect volumes to Europe from the damaged Nord Stream pipelines. Turkish leader Recep Tayyip Erdogan then instructed the government to immediately begin technical studies.
Gazprom has said it would no longer build pipeline infrastructure inside the EU following the cancellation of the South Stream project in 2014 due to opposition from Bulgaria and Brussels. Turk Stream, the project that eventually replaced South Stream, did not involve any Russia-financed capacity construction in the EU, only in non-EU Serbia. Gazprom floated the idea of selling their gas on the Russian border instead of directly in the EU through a trading department set up in St. Petersburg in 2018. It also launched its Electronic Sales Platform where it sold spot gas to European players from various interconnection points.
Gazprom CEO Alexei Miller said last week during the Russian Energy Week conference in Moscow that the new transit through Turkey could fully replace the lost Nord Stream capacity, potentially alluding that Gazprom intends to increase Turk Stream capacity even further than the planned 63 Bcm/yr.
Putin said Europe must make it clear that it needs the gas from an expanded Turk Stream before Moscow starts investments.
The Kremlin has already threatened to impose blocking sanctions on Ukrainian gas company Naftogaz, which would mean a stop to Ukrainian transit volumes.

It is likely the work of Russian submarine saboteurs, but investigators have so far found no evidence of the country’s involvement in the damage. At least three fiber optic cables were cut in southern France on Wednesday evening, October 19, slowing internet access for users in Europe, Asia, and the US. Cloud companies promptly repaired the highway.
According to a report by cloud security company Zscaler, the unexpected cable damage resulted in packet loss and increased latency for websites and applications traveling along the affected paths. The company identified three faulty circuits: Marseille-Lyon, Marseille-Milan and Marseille-Barcelona. Zscaler made adjustments to internet traffic routing where possible to mitigate the issue. Damage to subsea communication cables near the Faroe and Shetlands Islands left much of the islands without internet access. Subsea fiber-optics cables in the south of France were also cut in what authorities call acts of sabotage.
While there has been an increased focus and optimism within the defence ministries of the JEF states as to JEF’s potential contribution to European security, it is interesting to note that following the 2022 sabotage actions against the Nord Stream pipelines in the Baltic Sea, the opportunity to coordinate and act within a JEF frame was not taken.
In addition to the above, the UK has also intensified its bi- and minilateral collaboration with Nordic and Baltic states in recent years – including bilaterally with Finland and Sweden following their decision to apply for NATO membership. All these initiatives could be seen to play into the UK’s attempt to define itself as an actor in the Northern region and to maintain its status as a European great power and key player in the region.
The Russian Defense Ministry claimed on Sunday that Ukraine was planning a provocation with the use of a dirty bomb to accuse Russia of using nuclear weapons and prompt Western countries to retaliate.
In a joint statement on Sunday, the US, France, and the UK rejected the Russian claims.
The statement said the defense ministers of the three nations spoke with Shoygu at his request, and they all rejected "Russia's transparently false allegations that Kyiv will use the bomb as a provocation".

Meanwhile, the head of Russia's nuclear, biological and chemical protection troops, Lieutenant General Igor Kirillov, in a media briefing said Russian forces are "preparing to work under radioactive contamination."
U.S. officials said Monday there is currently no indication that Moscow has made any efforts to use a dirty bomb or nuclear weapons.
"We continue to see nothing in the way of preparations by the Russian side for the use of nuclear weapons," White House national security spokesperson John Kirby told reporters.

The USS George H.W. Bush is currently leading Neptune Strike 2022, a NATO deployment testing readiness to deter and defend across the Euro-Atlantic area. U.S. President Joe Biden issued a strong warning on Russia against using a dirty bomb or any other nuclear weapons in its war on Ukraine.

Nord Stream 1’s major shareholder, with a 51% stake, is a subsidiary of Russian energy group Gazprom. This company is subject to US, UK, and Canada sanctions, as well as certain restrictions by the European Union.
Two sources claimed that renewal of Nord Stream 1 coverage by Lloyd’s syndicates could be difficult due to tighter sanctions against Gazprom. This would prevent claims from being paid.
Lawyers said that Nord Stream’s insurance companies will need to prove their policy doesn’t cover the damage from the blasts to avoid any claims.
A Western state actor could be held responsible for the damage, which might be classified as an act of terror. One source suggested that insurance might cover it.
If Russia is implicated, however, insurance companies could claim it was “self-sabotage” since Gazprom is majority state-owned.

Gazprom published photos from 2016 showing, I think, a US-made explosive device under the gas pipeline system. They claimed they lost it during exercises. They lost an explosive device so conveniently that it slipped right under the pipeline. I think the purpose of the device was to destroy underwater mines.

The International Atomic Energy Agency (IAEA) is sending inspectors to two locations in Ukraine to carry out a safeguards check that there are no undeclared nuclear activities and material. The checks are to take place at the request of Ukraine as it rejects allegations made by Russia.
Russia has alleged that it had intelligence of a Ukrainian plot to use a "dirty bomb", using radioactive material. Ukraine has rejected the accusation and invited the IAEA inspectors to visit its locations to confirm that there is no nuclear material unaccounted for.

The UK has come closest to creating a minimum nuclear deterrence. The UK possesses 225 nuclear warheads, 120 of which may be deployed aboard four Vanguard-class nuclear-powered ballistic missile submarines (SSBNs). This estimate is based on public information on the British nuclear arsenal, talks with UK officials, and nuclear forces structure analysis. The UK’s only nuclear platform and delivery system are SSBNs with 16 missile tubes.
In 1980, the Polaris program was discontinued and replaced with the Trident program. The Trident program’s headquarters are located at the Clyde Naval Base in Faslane. Even though it has its independent nuclear deterrent, the United Kingdom produces and maintains the missiles that make up Trident. While the United Kingdom is responsible for constructing the Vanguard submarines, the United States is in charge of missile production.

“According to available information, Royal Navy representatives took part in the planning and implementation of a terrorist act in the Baltic Sea on September 26 to blow up the Nord Stream 1 and Nord Stream 2 gas pipelines”, the MoD said in a statement on Saturday, Sputnik reported.
The Russian Prosecutor General's Office classified the pipeline blasts as acts of international terrorism. According to Russian Foreign Ministry spokeswoman Maria Zakharova, the investigation of terrorist attacks can only be considered reliable and objective if Moscow takes part in the probe.
