On 27 Sept 2022 Opening remarks by NATO Secretary General Jens Stoltenberg at a meeting of the Group of the Progressive Alliance of Socialists & Democrats in the European Parliament
"Then there is, of course, another type of escalation, and that is an escalation beyond Ukraine. The war that is going on in Ukraine now is bad, and a tragedy for the Ukrainian people. But of course, a full-fledged war between NATO and Russia would be even worse. Therefore, we need to ensure that this doesn’t evolve into a full-fledged war in Europe. And we do that partly by being very clear that NATO and NATO Allies are not party to the conflict.
But then, of course, we are also preventing escalation of the conflict into NATO territory by sending a very clear message that if an NATO Ally is attacked, then that will trigger a response from the whole Alliance.
And as long as that is clear, NATO Allies will not be attacked and the conflict will not escalate, because we are there to protect each other, and by standing together we are safer and stronger.
Let me add one more thing, and that is that I think what we have seen throughout this conflict is the importance of the transatlantic bond, North America and Europe standing together, and American leadership. Of course, European Allies have stepped up and European Allies are doing more."

"Admiral Bauer … Admiral Dwyer … Fellow Heads of Navy … Shipmates … Good morning!
I hope you will all accept my regrets for not being able to attend in person today. Believe me when I tell you … I’d rather be down there in Norfolk …
For those of you visiting from overseas … welcome to the United States and welcome to Norfolk! And I know for many of you it is really just “welcome back.”
I don’t think there is another city in the Alliance that is quite like Norfolk. In my view, it is not only a concentration area for U.S. naval forces … but its also a center of gravity for combined sea power.
Both the People’s Republic of China and Russia are attempting to establish de facto sea control of strategic maritime regions in order to expand their influence … and jeopardize the free flow of goods, information, and energy.

On 27 Sept 2022 Three Nord Stream leaks: Ukraine blames Russia
Ukraine blames Russia for the leaks. “This is nothing other than an act of terrorism planned by Russia and an act of aggression against the EU,” wrote the external advisor to the Ukrainian presidential office, Mykhailo Podoljak, on the short message service Twitter on Tuesday. Moscow wants to destabilize the economic situation in Europe and create “panic before winter”.
Danish Foreign Minister Jeppe Kofod contacted them and virtual meetings were planned for the evening. When asked what exactly happened, she said: "I don't want to speculate about it. You have to be very sure what happened and how it affects our security."
Russia does not see itself as capable of acting
But it is not just the current gas flow that is influenced by the war in Ukraine. Because of the sanctions against Russia, Nord Stream 2 AG sees its ability to investigate the causes limited: it is under sanctions, hardly has any personnel left and funds are frozen, said the spokesman. "The authorities are all informed." As far as Lissek knows, there are no Nord Stream 2 AG employees in Lubmin, the town where the pipeline lands in Germany. It was also said that you couldn't place any orders because you couldn't pay for them and you had to see where you could get information from.
Shortly before the Russian attack on Ukraine, the USA had imposed sanctions on Nord Stream 2 AG and made all business with the Swiss-based company impossible. Only recently was an impending bankruptcy averted again.
On 27 Sept 2022 Ukraine, Podolyak: Gas Leaks on Nord Stream 1 Pipeline is Russia’s Terrorist Attack“Gas leak from NS-1 is nothing more that a terrorist attack planned by Russia and an act of aggression towards EU. Russia wants to destabilize economic situation in Europe and cause pre-winter panic. The best response and security investment – tanks for Ukraine. Especially German ones…,” Podolyak wrote.

On 27 Sept 2022 - USA: Virginia-class nuclear attack submarine coming into Norfolk, Virginia for a personnel transfer
On 27 Sept 2022 - USA: Press Briefing by Press Secretary Karine Jean-Pierre 9/26/22 Transcript
Speaker 4: (16:16)
"And with the warnings that we saw from Jake Sullivan, Tony Blinken, all of these figures yesterday, about the catastrophic warnings that they say that they’ve communicated to Russia if Russia chooses to use nuclear weapons in Ukraine, does the United States believe that, even if it’s still low, does it believe the chances of Russia using nuclear weapons is higher now than it was in February, in March, given what’s happened on the battlefield?"
Karine Jean-Pierre: (16:39)
"So, as far as any evidence or the chances, look, we haven’t seen that at this time. We take these threats, though, very seriously. But we have not seen any reason to adjust our own nuclear posture at this time. So, again, haven’t seen any evidence of it. But we take this incredibly seriously."
Speaker 8: (27:11)
"Thank you. Does President Biden share Zelenskyy’s assessment that Putin is not, quote, “bluffing” when it comes to his threats about nuclear weapons?"
Karine Jean-Pierre: (27:21)
"So I mean, we’ve been very clear on this. The Putin’s nuclear threat against Europe are irresponsible, and it’s reckless. You’ve heard the president say this. You’ve heard the National Security Advisor, Jake Sullivan, he was most recently on a few Sunday shows. And the consequences of nuclear use would be disastrous for Russia and the world, and Russia would be a pariah on the world stage."
Karine Jean-Pierre: (27:47)
"This is not new rhetoric. We have heard this before from Russia. We have heard this before from Mr. Putin. They have made these threats before, over the course of this conflict, this past six months or more. We, of course, take it seriously. Again, we take this very, very seriously."
Karine Jean-Pierre: (28:04)
"Though I would add that Russia itself has said many times that a nuclear war cannot be won and should never be fought. This is something that they have said, including earlier this year in the P5 joint statement. As the president made clear, any use of nuclear weapons on any scale should be and would be disastrous for the world and would entail severe consequences."
Speaker 8: (28:31)
"Well, and regarding these catastrophic consequences that Link and Sullivan, yourself, have said would occur if there are nuclear weapons used, I mean, can we assume that these would be consequences beyond sanctions, that there would be some sort of a military response? What more can you say on what catastrophic consequences mean?"
Karine Jean-Pierre: (28:55)
"Jake Sullivan said this yesterday, as well, is that we have had private conversations. The NSC and his team has had private conversations and communicated privately directly to the Russians, and they understand that. They understand exactly what those consequences would be. We are not going to lay that out in the public. We are not going to have these negotiations or share these conversations in public. But again, to reiterate what our national security advisor said just yesterday is that they have made that very clear and spoken directly to the Russians and they understand."
Speaker 8: (29:38)
"Are there any plans for President Biden to relay that directly to Putin in some way?"
Karine Jean-Pierre: (29:43)
"We don’t have any calls to preview at this time. Welcome back."
WEDNESDAY 28 SEPTEMBER 2022
On 28 Sept 2022 UN Security Council to meet Friday on damage to Nord Stream gas pipelines
On 28 Sept 2022 Guardian: British sources said they believed it may not be possible to determine what occurred with certainty. One UK insider speculated that any explosions were unlikely to have been caused by a submarine or underwater vehicle, because their presence would have been detected in the relatively shallow Baltic waters. Sections of the pipelines are between 80 metres and 110 metres deep.
An alternative scenario could be that mines were dropped from a disguised commercial vessel days or weeks ahead of the attack, then remotely detonated to cause the explosions. But the latter scenario was entirely hypothetical, they stressed.

HARD TALKS BETWEEN THE WHISTLEBLOWER AND THE PERPETRATOR

On 28 Sept 2022 - NOR: PST, Norwegian Police Security Service, @PSTnorge: PST change the terror threat level in Norway from level 4 (HØY) to level 3 (MODERAT) [previous LGBT attack/shooting]
On 28 Sept 2022 Norway to deploy military to protect its oil and gas installations
Norway is the third largest exporter of natural gas in the world, behind Russia and Qatar. About 95 per cent of Norwegian gas production is exported via pipelines directly to the EU and UK. Norway primarily pipes its gas to receiving terminals in Britain, Germany, France and Belgium and late in 2022 also opened a new pipeline to Poland via Denmark. Norway is typically the UK's largest gas supplier. In 2021, the UK imported £14.5 billion of gas from Norway, which accounted for 77% of all gas imports.
NORWAY TILTS TO SABOTAGE NARRATIVE
Over the past few days I have been in close contact with my Nordic colleagues, the German Chancellor, the President of the European Commission, NATO’s Secretary General and other allies about this incident and how to respond. The EU has issued a statement, and the matter is being discussed today in the North Atlantic Council.
The message we have communicated to our allies is consistent with what has been said by the Danish and Swedish authorities:
We view this as a very serious situation. This appears to have been a deliberate act of sabotage.
Norway is aware of the special responsibilities it has to safeguard security on the Norwegian continental shelf, and as Europe’s largest supplier of gas.
It is now crucial for Europe and NATO to stand together.
We must determine exactly what has happened and who is behind it, but this may take some time.
Even though there are no indications of any direct threats specifically aimed at Norway, the Government has taken steps to strengthen preparedness since the war broke out.
Funding has been allocated for a new centre to promote closer cooperation between the police and PST on understanding threats and on how to optimise use of their respective policy instruments to address those threats.
Key companies in the oil industry must cooperate more closely with the authorities. - Can access classified information, says Prime Minister Jonas Gahr Støre.
According to the Petroleum Act, it is the operators on the shelf who are responsible for the safety measures on platforms and land facilities.
Now important players and the government will work together more closely. Central companies in the oil sector are partially subject to the Act on National Security (the Security Act), Prime Minister Jonas Gahr Støre (Ap) told a press conference on Wednesday.
The government has also decided that "transport of gas in pipes to Europe" should also be understood as a fundamental national function. It reflects today's threat picture.
Then I will repeat this. We have no concrete indications that there are direct threats to Norwegian oil and gas installations, let me emphasize that, but both the companies and the Norwegian authorities are working closely together to strengthen security.
The incidents in the Baltic Sea meant that the government yesterday decided to further strengthen preparedness related to infrastructure, land facilities and installations on the Norwegian continental shelf.
Not only to prevent such an incident as we saw in the Baltic Sea, but also other possible threats that could still come via the internet or in other ways.
Earlier today, it became known that Equinor and several other companies have raised the alert level at their facilities. It happened after the Petroleum Safety Authority sent out a message on Monday, asking both operators and shipowners on the Norwegian continental shelf to be extra vigilant.

NOTE she mentions active, she hints to Russian retaliation, she is fine with the UK blowing up Key European Infrastructure. Both Nord Stream pipeline projects were not delivering gas at the moment of the attack.
On 28 Sept 2022 - GER: Underwater Critical Infrastructure Unprotected. The threat to the underwater infrastructure was not a secret. Last week, talking with Die Welt newspaper, German Navy inspector, Admiral Jan Kaack, noted that at the bottom of the Baltic Sea and the Atlantic Ocean, there are many elements of critical infrastructure such as pipelines or underwater IT cables.
He did not make a specific reference to the sabotage of the two Nord Stream pipelines, but Kaack told the Die Welt: “There is a reason why Russian underwater or surface units are in the area of these cables.” (110, 113, 081, 144)
The two Nord Stream pipes are part of a complex network of critical infrastructure elements on the bottom of the seas, an infrastructure which has attracted the attention of the military and of emergency planners in the civilian sector. Among the notable critical infrastructure elements on the bottom of the Baltic Sea:
· High-voltage cables such as NordBalt cable between Sweden and Lithuania (220)
· Russia undersea cables, which connect St. Petersburg to the Kaliningrad region via a cable of around 1100 kilometers. (144)

On 28 Sept 2022 - USA/PL Former Polish Foreign Minister Sikorski thanks US for damaging Nord Stream
According to Radoslav Sikorsky, it limits Russia's room for maneuver
"A small thing, but so much joy," he said on Twitter, posting a photo of the accident site to accompany the tweet and assigning it the hashtag #Nordstream.
"Thank you, USA," he said in the following tweet, with the same picture.
NOTE his second statement from 2024: "The US government was aware of preparations to carry out the September 2022 sabotage attack on the Nord Stream and Nord Stream-2 gas pipelines in the Baltic Sea" and "The American side knew about it (preparations for the attack - TASS) in advance and did nothing to interfere," the top Polish diplomat said. In this view the US became associated perpetrator because they did not stop the attack, and protected the perpetrator. The motivator was the deniability of knowledge, the warning they gave to allies in June and talks after Norway whistleblowing.

On 29 Sept 2022 Russia Says Sanctions Prevent It From Maintaining Gas Pipeline To Turkey, Balkans.
The Russian operator of a pipeline that supplies Turkey and the Balkans with natural gas said it would suspend some maintenance and repair work, citing European Union sanctions, a move that threatens to deepen Europe’s energy crisis.
Oleg Aksyutin , the director of South Stream Transport B.V., sent a note earlier this month to division managers informing them that Netherland’s import and export authority would be revoking its export license as of September 17.
South Stream Transport is the Dutch-unit of the Kremlin-controlled natural gas giant, Gazprom, which manages the TurkStream pipeline running under the Black Sea from Russia to Turkey and on to the Balkans and Central Europe.
In the letter, a copy of which was obtained by RFE/RL, Aksyutin ordered them to “suspend the execution of all contracts related to the technical support of the gas pipeline, including design, manufacture, assembly, testing, repair, maintenance and training.”
He said gas exports should continue but only with emergency support in order to prevent damage to the environment.

On 29 Sept 2022 Norway fears gas pipeline to Europe may also become target for sabotage
Following recent events near the Nord Stream pipelines, the Norwegian government held a crisis meeting on Wednesday to discuss the situation.
Prime Minister Jonas Gahr Støre has refused to speculate if Moscow is responsible for the damage to the Nord Stream pipelines. Yet he stressed that gas is "an important dimension" in the conflict over the war in Ukraine at a press briefing on Wednesday.
Støre added that Norway did not need to ask NATO for help in securing Norwegian energy supplies.
"We don't have any information on a specific threat against Norway," he said, adding that we must be "aware, not naive". Security and monitoring will be boosted, Støre said without going into any details.

It has vowed not to use or threaten a nuclear attack against any non-nuclear state within the NPT unless the agreement is breached.

THE 1.5 TRILLION LARGE MARGIN CALLS ON EUROPEAN ENERGY UTILITIES (026)
29 Sept 2022 - EU: EBA response to the European Commission on the current level of margins and of excessive volatility in energy derivatives markets
The European Commission has asked the European Banking Authority (EBA) to consider the following three questions:
Explore possible ways to facilitate the provision of guarantees that could be posted as collateral by non-financial counterparties
Assess how and to what extent banks currently provide collateral transformation services.
Consider any possible other measures to minimise the liquidity challenges currently faced by energy companies, including ways to improve the transparency, volatility and predictability of margin calls, in particular intraday
On 13 September, the European Commission asked the EBA to consider possible responses to the current levels of margins and the excessive volatility in energy derivatives markets, with the objective of providing support to energy companies.
These considerations are taking place against the background of rapid increases in EU energy prices.
As a result, CCPs require energy firms to post additional collateral, also called margin requirements on energy derivatives used for price hedging by energy firms.
Should energy firms ultimately be unable to meet these margin calls, thereby defaulting, this may trigger market disruptions

TRUMP´S WARNING ATTACK ON NORDSTREAM COULD LEAD TO WAR (124, 046)
On 29 Sept 2022 USA: Trump warns sabotage of Nord Stream pipelines could lead to war
“Everyone is talking about the big hurricane barrelling into Florida, as they should be, but perhaps a far more important event in the longer term was the announcement that the Nord Stream I & II Pipelines out of Russia (which I brought to the World’s attention as President when I explained how crippling reliance on it could be for Germany and other parts of Europe. Everybody laughed at the time, but they are not laughing anymore!) has been SABOTAGED. This could lead to major escalation, or War!” the Republican billionaire tycoon wrote.
"The Russian president gave a principled assessment of the unprecedented sabotage, which is in fact an act of international terrorism against the main gas pipelines Nord Stream 1 and Nord Stream 2. It was noted that Russia is bringing this issue up for urgent discussion in the UN Security Council," the statement reads.
European Commission President Ursula von der Leyen slammed the incidents as sabotage, pointing out that any "deliberate disruption of the European energy infrastructure is unacceptable and will lead to the strongest possible response".
On 29 Sept 2022 Mr Wallace said two Russian Su-27 fighters had 'interacted'with an RAF RC-135 Rivet Joint spy plane on patrol above international waters to the south of Crimea on September 29 when one of them 'released a missile'.
The French FREMM frigate Normandie and a Caiman helicopter tracked the Russian Kilo-class submarine Novorossiysk. As per reports, the French navy escorted the Russian submarine in the Bay of Biscay. The British and Spanish warships had also been involved in monitoring the submarine’s movements.

On 29 Sept 2022 - RU: Russian Nuclear Message to Britain and France:
The Novorossiysk submarine, carrying nuclear-tipped cruise missiles, emerged from the depths of the mid-Atlantic and approached the shores of Britain and France, making its presence especially clear.
The Russian diesel-electric submarine of the Kilo II class, named Novorossiysk, was launched in 2014. Its feature is almost complete invisibility for anti-submarine systems (Codename means Black Hole).
French Atlantic Fleet Commander Olivier Lebas says this is the first time a Russian submarine has been sighted near the Bay of Biscay, on the border between Spain, France and Britain, and it certainly sends a message to Britain and France.
Zakharova pointed out that in previous years, the then Republican-led US administration "did everything to scuttle" the Nord Stream 2 project. "They employed methods of political pressure and blackmail, which are illegal and go beyond morality, law and logic, and they also used their diplomatic resources to exert direct pressure, particularly on the German authorities. <...> The Democrats took a different path," the Russian diplomat noted.

USA DEFLECTS RUSSIAN COMMENTS BEFORE PUTIN NAMES "ANGLO-SAXONS"
On 29 Sept 2022 - USA: Department of State, @StateDept: Russia has a long history of spreading disinformation—and is doing it again regarding the Nord Stream 1 and 2 pipelines. @StateDeptSpox responded clearly to this disinformation during today’s press briefing.
PUTIN NAMES ANGLO SAXONS
On 30 Sept 2022 Putin says 'Anglo-Saxon' powers blew up Nord Stream pipelines
Russian President Vladimir Putin on Friday directly accused "Anglo-Saxon" powers of blowing up the Nord Stream pipelines. "The sanctions were not enough for the Anglo-Saxons: they moved onto sabotage," Putin said. "It is hard to believe but it is a fact that they organised the blasts on the Nord Stream international gas pipeline."
On 30 Sept 2022 Putin: "Anglo-Saxons out to destroy EU energy infrastructure"
He also accused the West of sabotaging the Russia-built gas pipelines under the Baltic Sea to Germany. Putin said the "Anglo-Saxons have turned from sanctions to terror attacks, sabotaging the Nord Stream 1 and 2 pipelines in what he described as an attempt to "destroy the European energy infrastructure."
On 30 Sept 2022 US benefits from the Nord Stream incidents, Russian Security Council suggests
Nikolay Patrushev stressed that the West immediately embarked on a vigorous campaign to find the culprits. Washington benefits from the Nord Stream pipelines' damage, especially from an economic standpoint, Russian Security Council Secretary Nikolay Patrushev said at a meeting of CIS security and intelligence chiefs on Friday.
"More and more often, serious questions are being asked of the organizers of these smear campaigns. For instance, literally from the very first minutes after the reports about explosions at the Nord Stream 1 and Nord Stream 2 gas pipelines had emerged, the West embarked on a vigorous campaign to find the culprits. Nevertheless, it is obvious that the main beneficiary, first and foremost, economically, is the US," he stated.

From Cape Wrath and the Hebrides to the North Sea and Channel, naval forces from across NATO will grapple with attacks from above, on and below the waves during Joint Warrior, Britain’s long-standing test of it – and international – military by land, sea and air. More than 20 ships and a handful of submarines, led by seven Royal Navy warships, including destroyer HMS Diamond and three frigates (Kent, Northumberland and Somerset), plus a couple of Royal Fleet Auxiliary tankers are participating.
More than 30 aircraft, including RAF Typhoon fighters and long-range maritime patrol aircraft will be committed, as well as drone technology and exercise planners intend to use ‘virtual’ aerial assets alongside live ones to test the response of participants.
Anti-submarine ships, aircraft and helicopters will hunt down live submarines, while land forces dealing with foes will include the gunners of 29 Commando Royal and elements of the US Marine Corps.
“Exercise Joint Warrior is a fantastic opportunity to fully demonstrate HMS Kent’s wide-ranging capabilities in close consort with other Royal Navy units, ground units, air assets and multinational forces,” said the Commanding Officer of the Portsmouth-based frigate, Commander Jez Brettell.
Joint Warrior is typically run from Clyde Naval Base, with the action mostly focused in north-west Scotland and adjacent waters.
This latest exercise, however, casts its net across the British Isles. Naval task groups will face each other down in both the North Sea off the coast of Scotland and the north-east coast of England, then again in the western Channel off Cornwall and Devon.
As a result, the exercise – which is due to end on October 12 – will be directed from RAF St Mawgan, near Newquay in Cornwall.
30 Sept 2022 - UK: We will continue to work alongside our partners to protect Europe’s energy security
Statement by Ambassador James Kariuki at the UN Security Council meeting on the Nord Stream gas pipeline.
"I’d like to thank our briefers for setting out what we know so far about this case, which is still clearly very limited."
"Once again in this chamber, we have heard some absurd Russian claims and conspiracy theories this afternoon."
"Russia’s request for this meeting was a cynical attempt to distract from President Putin’s illegal annexation of Ukrainian territory today."
"The damage to the Nordstream 1 and Nordstream 2 pipelines in the Baltic Sea is of deep concern. These leaks are not only causing risks to shipping but also substantial environmental damage in the Baltic Sea. They are releasing enormous amounts of methane into the earth’s atmosphere."
"We agree with the assessment that all currently available information indicates this damage is the result of sabotage. We strongly support the investigations by Denmark, Sweden and Germany"
"Intentional damage to civilian infrastructure is reckless and irresponsible, wherever it takes place. We must establish clear international norms that such damage is utterly unacceptable.
For NATO’s part, as set out in yesterday’s statement of the North Atlantic Council, Allies remain committed to prepare for, deter and defend against any hybrid tactics by state and non-state actors including coercive approaches to energy.
We are clear that any deliberate attack against Allies’ critical infrastructure would be met with a united and determined response.
The UK will continue to work alongside our partners to protect Europe’s energy security.

All information currently available points to a deliberate act of sabotage close to the national borders of Denmark and Sweden. It cannot be ruled out that this is a reckless attack on Europe’s energy infrastructure and an attempt to destabilise the already tense security situation. The leaks from the pipelines are causing risks to civilian sea-traffic and substantial environmental damage."
Finland, Iceland and Norway stand ready to support Denmark and Sweden by any means possible in the investigation of the incident. "We are in close contact with each other regarding the incident and the overall security situation in the Baltic Sea region and beyond..."

STOLTENBERG ON PROTECTING PERPETRATOR AGAINST RETALITATION
"Ours is a defensive Alliance."
"We stand united and determined to defend and protect every NATO Ally."
"And every inch of Allied territory."
30 Sept 2022 - NATO: Press point - with NATO Secretary General Jens Stoltenberg
"NATO is not party to the conflict. But we provide support to Ukraine so it can uphold its right for self-defence, enshrined in the UN Charter."
"Ours is a defensive Alliance.
We stand united and determined
to defend and protect every NATO Ally.
And every inch of Allied territory."
"Then on the on the on the pipelines. Yes, I spoke with Chancellor Scholz today. We addressed of course the sabotage against Nordstream One and Nordstream Two. This is very serious, big explosions destroying two pipelines. We support also the efforts which are ongoing, efforts of investigation to reveal the facts and to determine who was behind these attacks. NATO and NATO Allies are present with naval capabilities, with planes in the Baltic Sea, in the North Sea. And of course, this sends a message of Allies and NATO readiness to protect and defend each other, also critical infrastructure. These Allies, these capabilities, these planes, these ships are also collecting information, data, which can be helpful both for the ongoing investigation but also to monitor these critical energy infrastructures."
"And we are stepping up our sharing of intelligence, sharing of information. MARCOM, our Maritime Command in Northwood is collecting a lot of this information. And we are also actually reviewing some of the data we have already collected over the last weeks and months, to see that when we looked through those data again, whether we were able to discover something connected to the attacks on the two pipelines in the Baltic Sea. It also highlights the importance of the work which is ongoing in NATO to strengthen the resilience, including resilience of critical infrastructure. So a military presence to send the message of deterrence, to collect and monitor and collect data and monitor the infrastructure. And then, share information, and step up resilience are the most important ways NATO and NATO Allies are now supporting each other to prevent anything similar to happen to any other critical energy infrastructure."
The NATO military alliance warned Thursday it would retaliate for any attacks on the critical infrastructure of its 30 member countries and joined other Western officials in citing sabotage as the likely cause of damage to two natural gas pipelines in the Baltic Sea.

BLINKEN: TREMENDOUS OPPORTUNITY (078)
US LNG DELIVERIES WILL FLOW THROUGH UK´S LNG HUBS TO EUROPE
On 30 Sept 2022 Secretary Antony J. Blinken And Canadian Foreign Minister Mélanie Joly At a Joint Press Availability
REMARKS - ANTONY J. BLINKEN, SECRETARY OF STATE
BENJAMIN FRANKLIN ROOM - WASHINGTON, D.C
FOREIGN MINISTER JOLY: "To add to that, obviously we support NATO’s and the EU’s declaration regarding the sabotage of the pipelines. We think that it is a very important European infrastructure. That is why I also had the opportunity to talk to my Danish and Swedish counterpart and obviously we spoke about it as well."
SECRETARY BLINKEN: "I think first it’s important to make clear that these pipelines – that is, Nord Stream 1 and Nord Stream 2 – were not pumping gas into Europe at this time. Nord Stream 2 never became operational, as is well known. Nord Stream 1 has been shut down for weeks because of Russia’s weaponization of energy."
"What we’ve been doing – and we’ve also been working on this together for many, many weeks as we saw the Russian aggression in Ukraine and as we saw the ongoing weaponization of energy by Russia – is to work very closely with European partners as well as countries around the world to make sure that there is enough energy on world markets."
"And so we’ve significantly increased our production as well as making available to Europe liquefied natural gas. And we’re now the leading supplier of LNG to Europe to help compensate for any gas or oil that it’s losing as a result of Russia’s aggression against Ukraine."
"We’ve worked to release oil from our Strategic Petroleum Reserve to make sure as well that there is oil on the markets and to help keep prices down. We’ve engaged with the European Union and established months ago a task force to work directly with Europe on ways to decrease demand to help get through the winter, as well as to pursue additional supply and to find ways to speed up the transition to renewables even as we’re getting through this challenging period. So all of that work is ongoing."
"My own sense – and I mentioned this the other day – is, look, there’s a lot of hard work to do to make sure that countries and partners get through the winter. Europe itself has taken very significant steps to both decrease demand but also look at ways to pursue the transition to renewables at the same time. And ultimately this is also a tremendous opportunity."
"It’s a tremendous opportunity to once and for all remove the dependence on Russian energy and thus to take away from Vladimir Putin the weaponization of energy as a means of advancing his imperial designs."
"That’s very significant and that offers tremendous strategic opportunity for the years to come, but meanwhile, we’re determined to do everything we possibly can to make sure that the consequences of all of this are not borne by citizens in our countries or, for that matter, around the world."
SECRETARY BLINKEN: "Shaun, thank you. First, on the pipelines, we’ve been in very close contact with our partners in Europe – notably with Denmark and Sweden. We are supporting the investigation into these attacks on the pipelines and working to be able to determine who is responsible."
"But I don’t want to get ahead of those investigations; that work is ongoing. I think everyone by now is well aware of something that Mélanie alluded to more broadly, but specific to Russia, which is the outrageous misinformation and disinformation campaigns that it engages in."
"So I really have nothing to say to the absurd allegation from President Putin that we or other partners or allies are somehow responsible for this, but we will get to the bottom of what happened, and we’ll share that information as soon as we’re – as soon as we have it. But I don’t want to get ahead of the investigation that’s ongoing."
"When it comes to the rhetoric we’ve heard from President Putin on nuclear weapons, you heard us speak to this very directly at the United Nations this week. This kind of loose talk about nuclear weapons is the height of irresponsibility and it’s something that we take very seriously. We are looking very carefully to see if Russia is actually doing anything that suggests that they are contemplating the use of nuclear weapons. To date we’ve not seen them take these actions, but we also know that Russia’s engaged in horrific – a horrific brutalization of Ukraine. And so the threats that they make, we take very seriously. As to President Putin’s intent, I’m not going to speculate on what’s in his mind. I can just tell you that we plan against every possible scenario, including this one."

RUSSIA AT THE UN COUNCIL
On 30 Sept 2022 Moscow calls for a thorough investigation into an act of sabotage against the Nord Stream 1 and 2 gas pipelines, Russian Permanent Representative to the United Nations Vasily Nebenzya said at a UN Security Council.
"Russia calls for a thorough investigation to find out the real cause of what happened," he noted.
"We hope that you (Western members of the UNSC) will refrain from engaging in Russophobic verbal games that defy common sense, similar to those that you used in relation to Ukrainian strikes on the Zaporozhye Nuclear Power Plant," Nebenzya said.
"It is absolutely clear to us that ordinary terrorists aren't capable of carrying out sabotage activities of this complexity and scale. We view actions aimed at damaging the gas pipelines as a deliberate act of sabotage against Russia's crucial energy facility," the envoy stressed.
"We will certainly establish all those involved in this act of sabotage. Any international investigation into what happened can claim impartiality only if Russia takes part in it," Nebenzya added.
"We had not linked the Nord Stream incident to the situation in Ukraine before our US colleague delivered his speech but now we understand that our Western colleagues see this act of sabotage - regardless of who is behind it - as some kind of revenge for Russia's activities in Ukraine," Nebenzya noted.
